Hydro
extends
plans
Ontario Hydro will
continue -- on an extended
scheduLe = construction
of the Atikokan coal-fired
plant in Northwestern
Ontario, and the :Bruce
and Darlington nuclear
stations.
Chairman Robert
Taylor announced the
decision after the Hydro
Board of Directors met
on April 9. He said Board
members had received a
report on the Three Mile
Island situation following
a visit by Hydro
engineers and Ontario
Government officials to
the U.S. plant last week.
"We are examining
most carefully all the
relevant material arising
from the Three Mile
Island accident and we
will be providing this
week comparative
reports on the CANDU
system td the Atomic
Energy Control Board,
Canada's licencing
authority," Taylor said.
"If the situation
eventually shows that
there are even more
improvements we can
make to our operating or
safety systems, that will
certainly be dotle. In the
meantime, the Board
feels strongly that there
is no cause for concern
about the safe operation
• of Ontario 'Hydro's
nuclear plants. Our
safety systems, including
1 the vacuum containment,
have been widely
described to the public
over the past weeks," he
said.
The Board's decision to
extend construction
schedules for its three
committed plants means
that in-service dates will
be rescheduled to
gradually bring capacity
into phase with projected
electricity demands. It
will provide an orderly
transition to meet
lbwered expectations in
electricity demands
while attempting to
minimize economic
impacts on industry and
employment.
The board took a
number of factors into
account before making
its decision to go ahead
' with Atikikan.
"Although the can-
cellation of Atikikan
could be the most
economic course of ac-
tion, the only reliable
alternative to it is the -
construction of an East-
West transmission in-
terconnection to move
power to the Northwest
from the rest of Ontario.
The Board has no
assurance that the public
hearings and approval
processes could be
completed in time to
meet the necessary' in- -
service dates for this
line," Taylor said.
Taking these factors
into consideration,
•particularly the un-
certainties of obtaining
approval for the East-
West interconnection and
the social and economic
impacts facing the
Atikokan region, the
.Board concluded that
Atikokan should be
completed.
"The Board's decision
today will result in
reduced generating
capacity by the mid-
1980s," Taylor said, "as
• well as reduced capital
requirements. It also
avoids `unnecessary
Cancellation and
deferment costs and,
most importantly, it
meets the long-term
anticipated 'electricity
needs of our customers."
The new schedule
anticipates that the two
coal fired Atikokan units
will come into service in
1984 and 1988 respec-
tively. Original in-service
dates were 1983 and 1984.
At Bruce B, the first
two units will remain on
schedule. (1983 and 1984)
with the final two units
each extended a year to
1586 and 1987.
Completion of the first
two units at Darlington
will be extended - 18 t
months to 1987 and 1988.
The final two units are
expected to be placed in
service in 1989 and 1990.
