In a previous article 'I
dealt in general terms
with the information
which was contained in
the Throne Speech and
this week I would like to
deal more directly with
the directions which the
government hopes to take
to assist the agricultural
industry in Ontario.
Reference to farm
machinery was included
in the Throne Speech
which is a matter that has
been the subject of a
tremendous amount of
discussion among a
number of concerned
groups.
The government has
decided to give the
manufacturers the op-
portunity to introduce a
voluntary program of
standard purchase
contracts, minimum
warranties and parts
service.
The Farm Machinery
Board will be recon-
stitdted to provide
broader representation
for both farmers and
industry.
The Minister of
agriculture and food will
.be initiating discussions
with the industry in the
near future with a view to
assuring industry's
participation in this
program to protect the.
interest of all'concerned.
Also mentioned in the.
Throne Speech was a new
program to follow the 12
year Capital Grants
Program which is coming
• ' to an end on March 31,
1979.
'In the years since it
began, the Capital Grants
Program has dispensed
some 186,000 grants to
farmers. There have
been 28 eligible projects
including dairy barns
with an outlay of $24.7
million, . .tile drainage
-- installations -122 Million,
'silos $21.7 million and
implement ' sheds $13
million. •'
This is a•program that
most producers will
agree has been very
worthwhile.. Capital
Grants were intended to
help Ontario farmers
modernize and improve
their capital facilities.
The results are reflected
all over the province in
more efficient and
convenient operations.
The new program will
be a five year Ontario
Farm Productivity
Incentive Program. It
will be aimed mainly at
erosion cbntroi and soil
management projects,
such as grass waterways,
manure, storage
facilities, alternate
livestock watering
facilities and projects to
demonstrate erosion
control.
•However, there will be•
provision for farmers
who never participated in
the old Capital Grants
Program. These farmers
will be eligible for grants
to build livestock barns,
milk • houses, poultry
barns, silos, greenhouses,
tobacco kilns and maple
syrup facilities.
Since food prices are
,unquestionably a matter
of great - 'concern to the
Ministry of Consumer
and Commercial
Relations will assist
consumers in making
informed choices by
establishing a program to
monitor and report on
prices ' across the
Province. Significant
market trends will be
analyzed as they develop
and periodic reports will
address specific problem
areas.
We have been hearing a
lot these days about food
prices and a lot of people
are taking swipes at farm
income. There is no
question that the 1978
realized net farm income
was up 30 percent over
1977 but there are two
things that this bald
statement of facts does
not show.
One is that a significant
portion of this increase

mers sold more in 1978
