Long throne speech holds many newTideas

The third Session of the
31st Ontario Legislature
opened this week with a
Throne Speech which was
one of the longest in
recent memory.
Among the highlights
was a promise of an
employment develop-
ment fund to co-ordinate
aid to industry and "spur
economic activity and
employment".
The Provincial
Treasurer is to be
chairman of a special
board of Ministers to
decide which companies
qualify for assistance,
and how much money is
to be involved in each
case.
New measures are to
be taken to encourage the
flow of risk capital into
new and expanding small
businesses, and the
speech indicated that
programs to encourage
investment in en-
trepreneurial business
venture have failed in
recent years_ One
rumoured possibility is a
form of tax rebate for
money invested.
The Minister of Labour
will henceforth be known
as the Minister of Labour
and Manpower, and will
be responsible for job
creation programs.
There is to be greater
emphasis on more
training in skilled.trades
and on the development
of "a more positive at-
titude' among young
people" toward these
trades.
Priority is promised for
special programs for
women in the public and
private sectors. An Equal
Opportunity Advisory
Committee composed of
senior labour and
management
representatives, is to be
established .within the
Labour Ministry:
Food prices are, of
course, a matter of
concern to the average
citizen,. and the Ministry
of Consumer and Com-
mercial Relations is, to
assist consumers make
informed choices by
establishing a program to
monitor and report on
prices across the
province.
Some of the money
made on the sale of
Ontario's shares in the
Syncrude oil -sands
project iAlberta is to go
to en�rgy-related
business s, including
those using energy
produced from wwaste,
and the government
hopes soon to launch a
joint program with the
federal government
which would make
available some $58
million over a five year
period to demonstrate
new technology in energy
conservation and
renewable energy.
Legislation is to be
introduced to allow
unorganized Northern
municipalities to give
locally elected bodies•the
power to raise revenue
and provide basic ser-
vices.
General insurance
agents and brokers will
be permitted to become
self-regulating, as a step
toward removing what
many people consider
government over-
regulation.
The government has
maintained that spending
Q. I did not receive a T4 slip from my previous -em-
ployer. Do I have to report the income?
A. Yes, all income must be reported. Employers are
required to for-ward--T4--s-lips-to-the-last-known---address
of the recipient on or before February 28 each, year. If
you have not received a T4 slip by the second week in
March, you should Contact your employer.
After all reasonable attempts have been made to
obtain the information slip, your income and deduc-
tions, Canada or Quebec Pension Plan contributions.
Unemployment Insurance Premiums and Tax
Deductions should be estimated on your return.
Forward paystubs. if possible. Attach a letter stating
that you were unable to obtain a T4 slip and outline the
estimated information, Also, give your employer's full
name and address.

Q. I am married with a wife and two children, one
seven and the other seventeen. My wife and children
did not earn any income last year. What exemptions
am I entitled to?
A. Everyone is entitled to the basic personal exem-
ption of $2,430. You may also claim a married
exemption of $2,130, a $840 exemption for your
seventeen -year-old and a $460 exemption for your
seven-year-old.
When making your claim be sure to give all the
information requested on page.2 of your income tax
return. For more details, check your 1978 Tax Guide.

Q. Can I claim my common-law wife and tour children?
A. Since a common-law wife is not considered a spouse
for income tax purposes, you cannot claim the
married exemption for her. You can, however, claim
the children as dependants provided that you and not
your common-law wife supported them.

What moving expenses may be deducted from income
for income tax purposes?
A. Moving expenses generally include the cost of
travelling from a former to a new residence, including
meals and lodging while en route, transportation and
storage costs for household effects, the cost of up to 15
days temporary board and lodging near either the
former or the new residence, real estate Commission
and legal fees incurred for the sale of the former
residence, the cost of cancelling an unexpired lease on
your former residence, legal fees for the purchase of
yournew residence -and fees incurred for the transfer
or registration of title to your new residence.

your District Office for the .pamphlet "Moving
Expenses".

Q. What investment income qualifies for the "Interest,
Dividends and Capital Gains Deduction"?
A. Most interest income from' Canadian sources,
dividends from taxable Canadian corporations and
taxable capital gains realized on the sale of Canadian
securities qualify for the deduction. The deduction is
equal to either the total amount of the investment
income listed above or $1,000, whichever is less.

people. All industry is
owned by the State and
controlled by the party
(CCP).

Marxist states establish
value that makes them
different!
MarXism ' demands a
"closed economy" i.n

one political party is of
paramount importance,
IT is the state!
In the Soviet Union
party members are,
,without exception,
graduates of the Kom-
somol, the youth
organization which in-
doctrinates the - teachings
of Marx and Lenin. The
population believes, with
few exceptions •in a new
social order which will
eventually arise
Communism - scientific
socialism, as Marx
defined it.

his believers this was
inevitable!
Engels stated that a
need for the present
proletarian dictatorsFup
will simply "wither
away" as people become
more Marxian educated,
it will be; "From each
according to his ability,
to each according to his
need,_ _
This is the dogma of
Marxism.
It is this appeal, this
promise to the poor, those
nations in default that
raises the strength of the
"party", always ready to
take-over when things get
bad! Under Marxism
there can be no political
opposition.
The growth of Marxist
military might is not
contingent only on the
possibility of external
threats. It is a Marxist
necessity to divert labour
to this "kind" of work to
maintain values at a
positive level for all those
things consumed by the
masses and provide work
for all.
Under Marxism,
relgion, morality, ethics
are questions peripheral
to one basic idea, a dif-
ferent way to establish
values!
It is the dictatorship of
an idea (Mar,tism)
rather than the dic-
tatorship of one in-
dividual. The state;
(Party), exercises all
power, the individual,
none!

emphasis of 'this session
should be directed to
improving the economic
climate of Ontario or to
improving the social
"services available to our
people. In -truth, ex-
tensive attention must be
paid to both".
Home care services for
the chronically ill will be
extended and hospitals
will get additional beds.
Speaking of hospitals, I
questioned the Min.ister
of Health in the
Legislature about the
rationale that was used in
arriving at a formula of
3.5 keds per 1,000
population which will
create extr•e.me dif-
ficulties for hospitals in
many areas of Ontario.
The Minister indicated
that economies and ef-
ficiencies of operation
were taken into con-
sideration as was the
make-up of the
population in the various
areas.
He said that there
would be adjustments
made in the program,
and that additional
chronic beds will, be
allowed in areas of the
province where- the
percentage pf" senior
citizens exceeds the
provincial average of 8.6
percent. Huron and
Bruce Counties . fall in
that category with aged
population -of 12.9 and 13.3
per cent respectively.
Hopefully, adjustments
will' be made to account
for this
The Minister', also inr
dicated that he will be
working through the
Health Councils where
applicable, or, where
there is no Health
Council, he will deal with
hospitals on an area basis
where there is a request
for consideration for
additional chronic beds.
Although • far from
being a solution to the
problem, it would help
considerably if. "chronic
beds were approved
.rather than elimination of
hospital beds in their
entirety.
Starting April 1, there
is to be a $9.80 per diem
fee for - those using
chronic care beds for a
period longer than 60
days. Home care services
for chronically ill
patients who wish to live
at home, but who require
some nursing and other
medical assistance, will
be extended.
The International Year
of the Child is 'j to be
marked by an intensive
immunization awareness
campaign directed at the
public, and particularly
parents of young
children. Specialized
services su.ch as poison
control centres will be
established 1 in the
children's hospitals.
The _second phase of
The Children's ,Law
Reform Act will
recognize the best in-
terests of the child in
custody and access cases.
Foster care programs
for mentally retarded
and emotionally
disturbed children .will be
expanded.
Increased funding will
be allocated to programs
to counter child abuse.
This year's Civic
Holiday on August 6, will
be declared Children's
Day in all provincial
parks!
One of the most notable
aspects of the Throne
Speech was the un-
precedented emphasis
upon national unity and
constitutional reform.
The Go.vernment's
position will no doubt
Com_ e before the House in
the near future, for
unanimous support.
