Our Canadian form of Parliamentary democracy has a per- manent "built in" op- position - a safeguard and protection for'' the in- dividual. Think about it! Visitors, returning from' the Soviet Union, ,Cuba or China, often remark on the frien- ' dliness of their people. They are different of course, but the question of how and why a dif- ference exists is self answered by simply saying, "They are Communists!" Take a look at what Karl Marx had to say about "Value". This could provide a clue as to why things are the way they are. Start with a simple example, the manufacture of uniforms for an imaginary army. Marx stated that basic value is derived from the total of all labour in- volved in producing anything. Marx meant this to include feeding and raising the sheepfor wool plus the shearing, weaving, cutting and-. sewing etc. In other words "all" labour whether in the factory or in the field. -- Suppose that each worker is paid a sub- sistance wage, the basic value of the uniforms would be the sum of all wages paid. No mention is made of "material costs" because nature alone provided the grass and the sheep! 0If machines are, in- troduced, to helpthe workers, machines could obviously enable the same number of workers to ' produce more uniforms in the time it took to do all work by hand. Surely then, the machines are merely , a substitute for labour? Not so! stated Marx. Workers had to build those machines! Their labour must be included. The use of machines results in a surplus value! Profit is something you add on, ' but surplus value is, as Marx said, "built in", so to speak! Marx proposed a society in which the' workers would own the machines, hence they, themselves, would ab- sorb all value. in what ' they 'produced (Das Kapital by Karl Marx). Western • businessmen are, of course, quite familiar with statements on profit and loss. Loss is accepted as a part of any deal involving risk - it could happen! This philosophy is basic in a capitalist society. If food is raised in over abundance, it might not all be sold, it could rot and be of no value, in fact, it would take labour to get rid of the mess! - it could have a negative • value. Work has no value if there is no demand, it must fulfill a want or need to result in value! In his "ideal" society proposed by Marx, all work should have value, be rewarded, be con- sumed. Everyone would work. When Lenin introduced Marxism to the Russians in 1917, he was aware of this need of maintaining positive values. His "one- party" leadership, elected by and representing the workers was composed with a political bureau that fulfilled the wants of the party while it established the VALUE of items produced to meet needs of people. This Marxist political organization has been maintained under Stalin and other leaders- to this day. Values for goods are established by the Political Bureau through a series of "five year plans", An effective way to maintain positive values is to limit the supply of goods to consumers. In the Soviet Union, 'Cuba and China, goods at the counters (not for tourists) tend nto be in short supply'! This maintains -high value for what is needed by people.
