Congratulations to Mr. and Mrs. Harry Brindley on the birth of their new son on. February 28th in Wingham Hospital, a new brother for Crystal. Bill Berry returned home on Tuesday following five days in Goderich Hospital due to a blood sugar prob- lem. Mr. and Mrs. Bill Park hosted 17 members of the Mir in .I family on Sunday on the occasion of Bill's birthday. Mr. and Mrs. Cecil McNall and family visited with Ben Park on Saturday. It is hoped that as many from the community as pos- sible will attend the social evening and farewell dance on March 24 for Frank and Cora Thompson. Frank retir- ed in December after serving many years as secretary - treasurer of the West Wawa - nosh Fire Insurance Com- pany. DUNGANNON UNITED CHURCH Rec. C. G. Westhaver's sermon was on "Old Evan- gelical Landmarks (1) Salva- tion", the first in a Lenten series, Facets of the Oldtime religion, Salvation, Judge- ment and Heaven. FOOD FOR THOUGHT It isn't failing that spells one's downfall; it's running away, giving up. complaint brings by law review There was quite a discussion at council's committtee meeting on Monday evening about=a. parking ticket for. $3 that was issued to Viktor and Doris Pagan on March. 1.. _ The Pagon car was parked in front of 'their home while four other visiting cars were parked in their driveway. The car was ticketed by bylaw officer Dick Eisler because it was parked on the roadside between the hours, of 2 am and 7 am within the time frame November 15 to IVtarch 15. The Pagons successfully argued that they. could not park the car elsewhere because the ground vias too soft to pull the vehicle onto the lawn. There was no snow to be plowed and since the Pagons had lived within the bylaw all winter and had just cause to leave the car on the road, the parking ticket was rescinded. . "I just don't want to go through this again," commented Mrs., Pagon at Monday evening's meeting when asked why she continued to ptITslllEs the matter. Councillor Jim Searls said that Eisler was only 'enforcing the bylaw. He said if the intention of council was to only ticket cars when they were interferinginterferingwith snow removal, the bylaw -should be updated to read that way. Councillor Elsa Haydon said she was assured When -council assdd"the Bylaw, if would -15e —f-or-eed-with-eemm-en-lens-e ens. "I am not blaming the bylaw enforcement officer," said Haydon. "He was only following instructions. Somewhere along the line though, someone was not using good common sense and good judgement." Reeve Eileen Palmer said she'd . been "disturbed" by the number of calls she''d, received from taxpayers during the winter - because of the bylaw. Palmer complained it was a "waste of tax- payers' dollars" .to send Eisler out to ticket vehicles on a mild morning at 6 am when overtime would'have to be paid. Deputy -reeve Bob Allen of the works and engineering committee said the bylaw had been very effective during the winter months and had saved the snowplowing crews many hours. "But we felt the bylaw was for snow removal 'purposes," commented Allen. Mayor Harry Worsell promised the byaaw,. would be reviewed before the winter of 1979-80.. +++ Speaking about snow removal, Commissioner of Works Ken Hunter, reporting on behalf of Stan Meriam who is in hospital, said the winter of 1978- 79 was "average". Hunter brought forward figures to. show that .. . snow removal costs for this winter to the end of February were $38,464. Last winter during the same period, the town spent $36,973. The 1976-77 winter was the costliest in • five years at $69,079 and the 1974-75 winter was the least expensive at $18,135.
