Council awaits ministry reply
Objection against Cherrydale
At the February 6

Council meeting, Deputy -
Reeve Jewell was
chairman as Reeve Bogie.
was attending the Rural
Municipalities Con-
vention in Toronto.
Accounts totalling
$27,6,10.69 were approved
for payment:.
Engineer Shifflett
reported regarding the
John Allin Drain
cleanout, the Feagan
Drain Extension and also
read the John Feagan
Drainage Warks Report.
As all parties attending
expressed st:.tisfaction
with the report, it was
approved by council. A

proved.
The 1978 statement of
road expenses and final
1978 petition for subsidy
was approved.
Some discussion took
place about the Lakeport
Steel request to move to
Colborne Township and
the accountant was
requested to examine the
books of the company to
prove that 50 percent of
the business was in
'agriculture.
Council instructed the
road superintendent to
order enough weed spray
through the Huron
County Road Department
for 25 miles for both sides
of the township road-
ways. He was also in-
structed to advertise for
tenders for the crushing.

He recommended several
roads for 1979 con-
struction, namely the golf
course road, Bogie's
Beach road, the John
Feagan road, the fourth
Concession ED at the
culvert, Sowerby road,
Ribey sideroad, .Wraith
bridge, and, asked for a

River Mill Bridge at ,
Benmiller and a new
grader.
Council was informed
that the new chainsaw
had arrived.

get the Colborne
Township school bus
routes for mapping.

Maaskant, approached
council regarding
Cherrydale Farm
becoming a commercial
enterprise and thus
restricting agriculture
and also about the Bishop
property, Maitland
Concession. The Clerk
was instructed to contact
Gary Davidson, Huron
County Planner,
regarding the presen-
tation and request a
written reply.
Two building permits
were approved. Fordyce
Clark, township building
inspector, said that a
building permit for a
large commercial
building planned for
Huron Cliffs must have
engineer's plans and
specifications.

area. Fred and Evelyn
Sandy's was approved
with the understanding
that no more severance
would be granted until
the roadway in the
subdivision is improved
to M.T.C. standards. The
other three were left for
more information.
A resolution to request
Gary Davidson, Huron
County Planner, to
prepare a holding by-law
for the village of Saltford,
was approved.
The Clerk was to send a
letter to the Ministry of
Housing regarding the
progress,of the
questionnaire on the
Springbank Develop-
ment.
ASSESSMENT
At the February 20
council meeting Floyd
-Jenkins,-1Turon-Perth
Assessment • Co1n-
missioner and T.G. Boyd,
Regional Commissioner,
were in attendance.
The latter reviewed the
past history of market
value assessment and its
rejection. because of
being too expensive to the
provincial government.
Boyd informed council
that an assessment
review under Section 86
of The ' Assessment Act
would 'use 1975 market
value as a base. The total
assessment would
remain the same and
change in assessment
would be an equalizing

Some discussion took
place regarding the
complete removal of
assessment on buildings
of no value. Jenkins
explained that The
Assessment Act specified
that property of no value
had to be assessed as zero
value and it was up to
council to enforce the
removal of dangerous
and unsightly buildings.
CHERRYDALE FARM
Mrs. Mazzolini, owner
of Cherrydale Farm,
approached council as
Reeve Bogie had
requested discussion
regarding John Hazlitt's
objection to the
Cherrydale farm house
becoming a commercial
business.
Mrs. Mazzolini stated
that she had obtained a
licence from the' Ontario
Ministry of Industry and
Tourism similar to the
licence used by the for-
mer owner.
Discussion centred
around a non -conforming
use in an agricultural
area and its effect to any
expansion of a poultry
farm operation.
Council was informed
that John had been .forwarded
s letter
aided to
the Huron County
Planner and the Ministry
of Industry and Tourism
for their consideration
and reply.
Considerabale
discussion was given
regarding the township
roadway to the
Cherrydale Farm. It was,
estimated that the cost to
purchase land and im-
prove the present
roadway for winter
traffic would be $20,000 on
which there would be a 50
percent grant if approved .

Also considered was
Mrs. Mazzolini to pur-
chase land from Norman
Durst and ,construct her
own roadway (private) to
the Maitland Concession.
Mrs. Mazzolini agreed to
contact Norman Durst
regarding a Janeway to
the Maitland Concession
and to 'contact John
Hazlitt regarding his
objections.
Ben Straughan,
township accountant,
answered questions
regarding the 1978
receipts and expenses
and he stated that the
township 1978 audit was
completed and that the
financial report should be
available soon. A
councillor questioned
convention expenses and
the accountant stated
that he would present a
breakdown at the next
council meeting as
membership fees "and
other costs were included
in convention costs. '
Council approved . the
printing and mailing of a
statement of Colborne
Township's 1978 assets
and liabilities to the
township property
owners with their 1979 tax
notices.
Council was informed
that the final instalment
cheque of $2,500 regar-
ding the provincial grant
for the Colborne Town-
ship Secondary Plan
study had been received.
The road 'superin-
tendent reported that
Murray Reed of Lon-
desboro had a licence to
spray municipal road
ditch,.s and he indicated
that he would contact him
for weed spraying the
township roads,

it was agreed to keep the
present grader with
M LC approval
Three land severances
were approved. The
tender of Lyall Mabon
(Goderich Aluminum and
Home Improvement) was
accepted forirenovations
to and panelling of the
Township Hall Com-
munity Centre and also
for installing a second
-washroom.
In regard to the Sager
Subdivision, the Clerk
was instructed to check
with the engineers about
preparation of park land
and maintenance,
drainage to the river and
lot deposit security. •
Regarding"'k the
titpringbank` Develop-
ment, the Huron County
Planning Committee
requested that the draft
plan be returned for
changes in regard to the
size of the number of lots
and roadway to an ad-
joining property.
Correspondence in,
eluded: a letter from
Maitland Valley Con-
servation Authority about
a letter from a Saltford
resident concerning the
establishment of a health
and recreation centre on
the river flats to which'
council voiced objection;
a letter about the
Township having a float
in the Clinton Spring Fair
parade (Leonard Fisher
was to be contacted ) ;•
and a, letter about
Auburn's 125th birthday
tug-of-war between.

nounced to start June 1.
The , student summer
work program was
discussed.
By-law number 5 - 1979
regarding John Feagan's•
Municipal Drainage
Works was approved by
council.
The Clerk was in-
structed to check for
information about The
Heritage Act.
By-law 6 - 1979
regarding applying for a
$20,000 Home Renewal
Program grant was
approved by council.
Domtar to join natural
gas exploration
Domtar announced
recently that it will
participate in a joint
venture with Canadian
Hunter Exploration
Limited of Calgary to
acquire , and develop
natural gas reserves in
the "Deep Basin" area of
Alberta and British
Columbia. The area in-
cludes the Elmworth field
with prov.ed reserves
already making it one of
the larger gas fields in
North America.
Canadian Hunter is a
wholly-owned subsidiary
of Noranda Mines
Limited of Toronto.
The joint venture has
been designated Hunter
II 'and provides funds for
exploration ventures with
Imperial Oil and other
Hunter associates.
Domtar will have a 10
percent interest in the
new venture which in-
tends to make major
investments in leases,
wells, gas g*thering
systems and processing
plants: Domtar will
initially spend $10 million
to $20 million on land
leasing and exploration
drilling and facilities.
Domtar is heavily
energy dependent,
currently buying over $40
million per year of hydro-
carbon fuels.
During the past 12
months, Dom tar has
acquired the Gypsum
wallboard business
formerly owned by
