School Trustees
Association of a
resolution it will put
forward at the annual
conference in Toronto
April 4 and 5. Board vice-

"Whereas: The ministry
of education is not
making funds available
for capital expenditures
for facilities such as
gymnasiums, and
Whereas: The ministry
has affected a major
change with respect to
"school -to -school tran-
sportation" as follows:
Commencing January 1,
1979, the pupil tran-
sportation expenditure
eligible for approval will:
be restricted to (1) home
to school transportation;
.(2)- transportation of
handicapped pupils to
treatment facilities; and
(3) school -to -school class
trips where the same
class is transported to
and from the same school
15 or more trips during
the school year.
Be i,t Resolved: That
the Ontario Separate
School Trustees
._Association request the
ministry of education' to,
re -instate the regulation
as it existed previously.
The regulation with
respect to • school -to -
school transportation was
expanded in recent' years
to include --transportation
to a facility for swimming
program and to another
school for the use of
gymnasium facilities.

Environment Minister
Len Marchand said
recently that automobiles
are the cause of between
60 and 70 per cent of the
air pollution in major
Canadian cities. Mar-
chand added that exhaust
fumes from cars and
trucks are heavier in
winter and contain more
carbon monoxide.
In order to keep motor
vehicle emissions to a
minimum during the
winter months the
Minister offered
motorists tips on how to
reduce this form of
pollution and save fuel at
the same time.
The use of a block
heater practically
eliminates the twin
'problems of increased
emissions and reduced
fuel economy due to cold
weather.
Automobiles should not
be left idling for long
periods, especially on
cold winter mornings, the
Minister said. Both
emissions and fuel
consumption increase
during idling.
Motorists should en-
sure that their cars are
kept properly tuned. A
well -tuned car emits less
carbon monoxide and
burns less gasoline.
"Cold fuel does not mix
well with air or burn
efficiently and as a result
cause more air
pollution," Marchand
said. "We've found that
cold can cause the level of
pollutants emitted to
increase by as much as
fourfold."
There are more than 10
million cars and trucks in
Canada. Together they
emit 75 per cent of the
man-made carbon
monoxide as well as
significant quantities of
nitrogen oxides,
hydrocarbons and other
pollutants.
The Minister also
pointed out that tests
show modern catalyst -
equipped cars are getting
better fuel economy and
are noticeably less
sensitive to cold weather
than cars notequipped
with the devices.
• "This means,"said
Marchand, "that there is
no longer a measurable
fuel economy penalty
because of emission
controls and that under
Canadian winter con-
ditions, vehicles with
state of the art emission
controls are significantly
helping fuel economy
while putting out less
pollution."

Goderich Kinsmen Club
ski-a-thon for cystic
fibrosis, and the ARC
Industries Workshop was
termed as a success by
organizers. Over 60
skiers took part raising
approximately $3,000 for
the above causes.
The Kinsmen Club

for salt.

cleared harbour for
Sarnia with salt.
January 4 the Algorail
arrived light from Sarnia
for salt. •
January 16 the Algorail
was freed from an ice
jam that trapped her in
the Goderich harbour
entrance for over two
weeks and, once freed,
cleared the channel light
for Sarnia for winter
layup.
-In the 1978 shipping
season in Goderich a total
of 90 lake carriers loaded
1,486,489 tons of salt.
