announced that Goderich would only agree to
such terms if it was a seven man board with
four representatives from the town and one
each from the three rural municipalities.
"We feel that we wouldn't be serving the
taxpayers' interests any other way," claimed
Allen. "Since Goderich will be, paying the
major portion (71.3 percent) of the operating
costs, Goderich should have the major voice on
the board."
• Reeve Bogie countered with the rural
proposal of a six man board, with three
members from Goderich and three members
from the rural municipalities.
Deputy -reeve Allen reminded the delegation
. that at the present time, the rural
municipalities have no voice ill ' the fire

Saturday when a fire at
their home was quickly
controlled.
The chimney caught
fire, but the only damage
was to the wallpaper.
The community is
relieved to know that the
fire was a Small one,
especially on the stormy
night of Saturday.
Card Party
The Goderich Township
WI held their first card
party of the year with 10
tables in play. The
winners ,were: ”ladies'
high, Mrs. Mitchell;
men's high,' Bob
Sowerby; ladies low,
Sheryl Thompson; men's
low, Bill Norman; lone
hands, Mrs. Mitchell.
Lunch was served and
an enjoyable evening was
had by all.
The next card party
will be held in the public
school at Holmesville on
Thursday, January 25.

Dear Editor:
It amazes me that the
World Council of Chur-
ches takes sides with the
atheists, the communists
and the guerrillas of
Africa and sends God's
money to such mentioned
people.
Does one realize that
the above mentioned
people are forcing sorne
of the Christian African
natives to rape and kill
missionaries and other
adults and children, both
black and white unless
they want 'to • be.4killed
themselves?
Ian Smith's govern-
ment did. _ not start the
killings. Rather the
guerrillas want to take
over all of Rhodesia _and
have attacked black and
white 1 farmers and
tourists, including
Canadian people. Some
think it immoral for the
Rhodesians to fight back.
Does either Russia or
China try, even verbally,
to abhor the killings in
South Africa or anywhere
else? They have never
stated that they will
relinquish their intention
to turn all the world to
un -is m by -an y
means, including
revolution and war.
If you want sound
government in any
country, you are not
going to getit by in-
troducing guerrillas into
government offices. Even
Mugabe and Nkomo will
be fighting bet-
ween themselves if they
win, for the control of
Rhodesia. Is Marxist
humanitarianism the
only humanitarianism; it
is not the only nor the
best.
The World Council of
Churches are supplying
both food and bullets to
anarchists. Yes, give
them the food to make
them strong to fire the
bullets. They will get 'the
bullets whether they have
food or not.
I believe the World
Council of Churches
should keep out of social,
economic and political
warfare.

WHAT IS IT?
A fire area board would be all autonomous
board made up of members from the four
municipalities.Those municipalities coming
into the fire area board would have a share of
the assets and according to Deputy -reeve Allen,
the townships would have to "buy into" the
scheme.

The former agreement with the rural
municipalities left the town of Goderich with
the provision of all the equipment for fire
fighting, the training and salary of firemen and
the expense of housing the fire department.
When there was a fire in the rural area, the
Goderich fire department was paid for the
service, but in a year when there were no fires
in the neighboring municipalities, Goderich got
no remuneration from the area.
Under the new agreement, the townships will
pay annually a share of the operating expenses
of the Goderich fire department in return for
the round the clock protection they receive in
the event of fire whether there is a fire or not.
TIDE TURNS
"We've' negotiated for a year or more for fire
protectior in your municipalities," Deputy -
reeve Bob Atlen told the visiting delegation. "I
don't think we are prepared to negotiate for
another year."
Allen suggested that because the four
municipalities have not been able to come to an
agreement sooner, the town of Goderich is
actually the loser.
He pointed out that while the operating costs
for the fire department are' listed at
$70,130.09,the actual costs are much higher. He
said a lot of business people in the community
pay toward the fire protection of the area by
providing men any hour of the day or night to
fight the fires no matter where they occur.
"I don't know if you've ever thought about
it,"said Allen.
"We do know you must have help available to
man a fire department," said Goderich
Township Reeve Grant Stirling.
Reeve Eileen • Palmer reminded the
delegation that a new fire agreement has been
recommended by the fire commissioner who
also suggested that the fire protection to Ash-
field Township be terminated unless a new
agreement was reached. ,

off. As an upstart teenager, he instantly won
recognition in the usually staid, gentlemanly
sport of harness racing.
He was a bright, young star and his success is
evidenced in the many Canadian records he
established during his career. He won more
than- 3; -000 -races won the Queen--City--Pacing
Stakes and•the Canadian Pacing, Derby, in 1966
and that year• earned_C.anadian. Harness`Horse
of the Year honors,
He became the first Canadian driver to win
200 races in a single season in 1$65 and in 1968
he became the yoiungest driver to win 1,000
races at the age of 26.
During his illustrious career he maintained
an average of more than 200 victories a year 11
consecutive times. In harness racing history
there have only been 10 other drivers to win
more races, than Ron, who grossed over $6
million in total purses.
He had been in ill health for several months
suffering from c 'culatory problems and last
winter he underwent an operation on the ar-
teries in his right leg.
Statistically it is indisputable that Ron was
one of 'the best in his sport:
Ron.Feagan meant a great deal to the sport of
harness racing and this racing conscious
community who clung to his accomplishments
like a prized-iso-ss-essian.
The Goderich Sports Committee will be asked
to name the new grandstand after Ron Feagan,
a fitting tribute to a man who was simply,the
best.
"Our taxpayers don't feel they, should be
paying the extra dollars," Palmer said.
"The man--that.-pays has -the say," said
Councillor John Doherty, quoting an old saying.
"Don't you think that's the way it should -be ff-
the shoe was on the other foot?"
Russel Kernighan of Colborne Township
turned,. the tide of the meeting with his
assessment of the situation.
"I'm not as worried as some of my colleagues
are about the representation on a fire area
board," claimed Kernighan. "I'm suggesting
we're close to an agreement, very close. I'm
saying we should get this fire area board and its"
representatives settled right now."

a fire area board that membership would be
reviewed as the history of the fire area board
unf ilas.He said the membership aspect would
be reviewed before any new agreement is
reached in the future.
At this point, the delegates from the three
rural municipalities retired from th+e chambers
to discuss the matter. On their return, they
proposed that they continue to buy fire
protection services from Goderich and work
towards a fire area board, perhaps by 1980.
The. delegates at the meeting agreed to the

for handicapped
Monday, January 22 is the starting date for
Ontario March of Dimes' 1979 Campaign.
Campaign Chairman in this area is Helene
Alcock, assisted by members of the Exemplar
Sorority. During;:ihe' campaign more than 100
volunteers will be knocking on doors throughout
this whole area. Please make them welcome in
your home and please dig in your pockets - as
deep as you can. Because disability is everyone's
business.
