The 1978-79 Provincial
Budget, brought down on
March 7, 1978, estimated
that ,.the deficit would be
$1.055 billion, • with ex-
penditure -s of $14.555
billion and overall
revenues of $13.5 billion.
At that time, we learned
that net debt had reached
9.5 percent of Gross
Provincial Product, and
7211 percent of annual
revenues, Interest
payments of $1.2 billion
were taking 8.5 percent of
the budget. Interest
charges amounted to
about $3 million a day.
However, in the latter
part of the year, the
Treasurer, the
Honourable Frank
Millar, disclosedthat the
government's 1 spending
--defiCLt Thad climbed to
$1.48 billion'- almost 41
percent higher than the
budget forecast. He
abandoned the promise
made by • former
Treasurer, Darcy
McKeough in 1977, to
balance the budget by
1981.
Also abandoned during
the year was the revenue-
shaFing formula known
as the Edmonton Com-
mitment and the con-
troversial• •.Land
speculation tax. ,
In June, it was an-
nounced that " the
government would not
bring in legislation this
year to establish market
value assessment and
other aspects of property
tax reform. No ,revised
timetable was'"disclosed,
and ministry officials
admitted that the
program had been
"killed" for the
foreseeable future.
A Revenue M inistry
spokesman stated at
the government would
have saved up- to $25
million if it had brought
in property tax reform in
1970, instead of spending

enormous . amounts of
money to study the idea
for ,eight years and then
shelving it indefinitely.
In the Provincial -
Budget, it was announced
that OHIP premiums
were to be raised by 37.5
percent, -making a, total„
increase of 100 percent
over two years. However,
the combined Opposition
Parties forced the
government to back down
on this proposal.
The Liberal Party
proposed a ' com-
prehensive plan to 'draw
the $271 million in
revenue which would _
have resulted from such
an increase from six -•
areas: a 6 percent ' in-
-crease; -lottery fumis;-=
streamlining the Ministry
of Health's operations;
forcing the government
to implement its . four
percent limit on salary
and -wage -settlements, a
saving in public relations
and consultation fees;
and a small increase in
corporate income tax.

better able to handle all

proposed sub -division. -
Building permits were
issued to Sid Bruinsma to
demolish a back portion
of a house and erect a two
storey addition to the
house.
Council passed a
motion that the road'
grader operators be paid
$6.17 per hour and that
the group benefits be paid
by the township. Council
also passed a motion that
the road superintendent
be paid $612.50 twice'
monthly, that he be paid
21 cents per mile when on
townshi(i business, and
that his group benefi't's be
paid by the township.
Council agreed to pay
$5 to A. Bell for the
shooting of one wolf.
Accounts totalling
$5,370.83' were ordered
paid by council.
Council then`" adjourned
to meet January 15 at 1
p.m.
