A notification error has
cost the Goderich
Recreation Board ad-
ditional ice rental money
for the months of October
and November after the
Goderich Figure Skating
Club protested an ice
rental increase.
In a letter to the board,
figure skating club
president, Catherine
Boddy, protested the ice
rental increase by $3 per
hour -over last year's rate
on the basis that the club
was not notified in
writing ,prior to their
re,gistration.
Board chairman Mary
Donnelly informed the
board that i,ce rental
increases were approved
last spring and former
recreation director, Mike
Dymond, who was to
inform ice users of the
increase, simply forgot to
send the notices. In an

error users were handed
notices at the arena by
acting manager Chuck
Jewell on November I,
cdhcerning the ice rental
increase.
Although no other
groups were notified in
writing of the rate in-
creaser Donnelly in-
dicated they- all seemed
well aware of it and
raised their registration
rates accordingly.
Acting arena Manager
Chuck Jewell told the
board he is certain of
having given skating club
officials yerbal
notification of the rate
increase long before their
registration.
After lengthy debate
Bob Gibbons introduced a
motion that the board
charge the club at the old
rate of $15 per hour (a
preferred rate) for, the
1978-79 season. Gibbo.ns
claimed the group should
not he charged ,$18 an
hour if they were . not
notifiedand the board
should not change the
rate structure half way
through the season.
At the old rate the
board would lose .over
$1,000 revenue for the
season and, the motion
was defeated.
Instead the board
passed a motion Calling
for.the figure skating club

at the old pries •
to pay $15 per hour for ice
time until December 1
and $I8 per hour after that
date. The reasoning
behind the December 1
deadline was that written
notification' of the rate
increase was circulated
at the arena November 1
and would give the club 30
days notice.
EDC hopes for fewer frustrations
BY
JOANNE BUCHANAN
' Goderich Economic
Development Committee
members expressed the
hope that they would face
fewer frustrations this
year than last when they
held their first meeting of
1979 last Wednesday.
Outgoing chairman
Gord McManus repeated
th at--1.9&--had—
been a discouraging year
for the committee.
The committee was
frustrated last year
because anyone wanting
to buy land in the
Industrial Park was
delayed by lengthy
zoning changes.
The committee hopes
this situation will be
re,,ctified this year with a
definite plan for the Park.
This plan will be
presented at a joint
meeting of Planning
Board, Town Council and
the GEDC .early in
February.
Dave Gower, new
GEDC chairman, said he
hoped a new plan with
definite zoning would
help to speed up the
process for buyers
wanting land in the Park.
However, he went 'on to
express, his concern about
the committee's problem
of locating industry -when
it was not known, where
_the servicing would be:.
. Gower went on to
-suggest' that the com-
mittee's terms of
reference be reviewed.
He expressed , the hope
that there would be a
closer liatson' this -y-e-ar -
a m ohg Town Council, the
_Planning Board •and the
GEDC.
At the next GEDC
meeting, it is hoped that
the members can be
divided up into areas of
expertise. Park surveys,
the entrance to the Park,
its road patterns and the
budget will also be
discussed.
Spence 'Cummings,
Huron County
Development Officer,
requested that his name
be submitted as the
contact person in a book
dastry-put utrt-by
Ministry of Industry and
Tourism. The committee
agreed to this request.
Cummings also told the
committee about a
package of information
on Goderich that was sent
out to those requesting,,
information about the
town. He was asked to
bring, a copy of this
package of information to
the next meeting for
committee members to
look over.
-The corn mitteede-cided
to change its meeting day
to the second Thursday of
every month instead of
Wednesdays. Elsa
Haydon, council,
repres-entative on, the
GEDC, objected to the
committee's meeting at
_noon in a restaurant. She
said -Slie felt it was dif-
fic21131t putting their
meetings across as public
meetings when they met
in such a way.
Mayor Harry Worlell
otrjecM-d-- -sraying
evenings were already
tied up with other
meetings , and that
-working members
couldn't take time away
from their work to go to
meetings at other times
during the day.
Committee members
agreed with the mayor
and voted to hold their
meetings at noon starting
With a buffet luncheon at
the Candlelight and
commencing the business
at 12: 30-07inT The cost for
the monthly buffet lun-
chedn will be paid from
the committee's budget.

In her letter to the
hoard Mrs. Boddy said
that at two ice meetings,
Mayand a second
in September, the club
was not informed of any
rate increases for the new
season. She claimed the
club needed notification
in advance so that price
increases could be
reflected in
the
registration fees.
Registration was. held
September 22 and 23.
The club has been
paying for its ice time,
but at the old rate of $15,
refusing 'to 'acknOWledge
the Slice rental increase.
Other groups were
aware of the price in-
crease because board
member Gibbons is also

the Goderich Sailors
Intermediate hockey
club, Other groups
simply. paid the new
