The inaugural session
off West Wawanosh
Township Council for the
new Iwo -year term was
held on Tuesday af-
ternoon, December 5 in
the Office of the Public
Works Building.
Each of the five
members of council
subscribed to the
Declaration of Elected
Office and Oath of
Allegiance, and Reeve
Foran took the chair for
this first meeting of ,the
new term.
Council members were
appointed to sit on the
various boards and
committees in which the
township is involved.
They are: Arena Board -
J.D. Durnin; Lucknow
Fire Committee - Jas.
Council looks to brief cases
Goderich Township
Council met on December
4 with Reeve G. Stirling,
Deputy -Reeve G. Wright
and councillors J. Reder,
W. Mcllwain and C.
Sturdy subscribing to
declarations. The
Reveend Allan Thomas of
Bayfield conducted a
short devotional period
followed by short
speeches from those
present
Bylaw number 23, a
bylaw setting the salaries
of various officials, was
filled in, given three
readings and passed by
council.
Bylaw number 24, a
bylaw appointing various
officials, was given three
readings and passed by
council.
Reeve Stirling agreed
to investigate the cost of
purchasing suitable brief
cases for council
members.
A motion was passed
that Reeve Stirling
and H. B. Whitely be
authorized as township
signing authorities.
Nick Hill was present
at the council meeting to
discuss S.A.M. and the
Minister's conditions for
approval. Later in the
meeting, it was moved by
council that, "The
township is prepared to
accept a cash settlement
of $8,000 being the five
percent value of the
land."
Elmer Squires was also
at the meeting to request
rezoning of part lot 39,
concession 3 to permit the
erection of a residence.
Council deferred action
until the new councillors
can acquaint themselves
with the Official Plan.
The drain loans were
requested by Harry
Torrance for lot 23,
concession 5 ($1,825) and
by Ken Holmes for lots 17
and 18, concession 8
($8,449). Both these
requests were approved
by council. \
Building permits were
issued to Frank Yeo to
demolish a garage; to K.
Van den Heuvel for a hog
barn; and to M. H.
Worsfold fora porch. A
building permit
requested by Frank
Strickland for a house
was referred to the
Building Inspector for
site position.

The clerk was directed
to compose a form of
payroll statement for the
road employees. and to
use the municipality's
copying equipment for
reproduction.
Discussion on the
Dungannon Drain and an
unused catch basin sit-
ting on the roadside in
Dungannon produced the
decision that the catch
basin in question is not
township property, and
therefore not the
responsibility of the
municipality.
It was decided that the
regular council meeting
day would be the first
Tuesday of each, month
with afternoon meetings
for the months of
November to April in-
clusive, and evening
meetings for May to
October inclusive, This
schedule, however, is to
remain flexible to meet
unexpected cir-
cumsjances.
Council granted ap-
proval to the severance
application of Wm
MacPherson for a part of
Lot 20, Concession 12. •
Council passed a
motion "That Building
Permits be granted to
Larry Pentland (addition
to barn) and Harold
Gaunt (addition to barn.)"
Council discussed the
number of municipal
electors according to the
1978 revised List of
Electors, and the fact
that the township is now
eligible to elect a Deputy -
Reeve. The clerk was
directed to contact the
municipality's solicitor to
determine if it would be
possible to have . a
Deputy -Reeve elected or
appointed to council now,
and as well, the
procedure to be followed
in order to do so.
The Road Superin-
tendent was given ap-
proval to make
arrangements with Ray
Stanley regarding the
rent of his truck for
sanding for the 1978-79
winter.
The Reeve agreed to
contact a contractor to
have the available trees
cut on the township's
farm.
Wayne Todd will be
hired as operator, when
necessary„ for the win-
ter's snowplowing.
The road accounts were
ordered paid. The
general accounts were
also passed for payment.
A motion was made to
adjourn the meeting to
January 3 at 1 p.m.
