The Vendor Infor- mation Program has two parts. First a Vendor information kit which introduces new retailers to retail sales tax collection procedures. Second, a follow-up program of personalized assistance conducted by trained staff who explain the kit to new vendors anis subsequently visit the new business to an- swer any further .questions or clarify areas of uncertainty. ,The Vendor in- formation program is designed to provide the new vendor with basic information about the collection and the remittance of retail sales tax. In . this way the Ministry of Revenue is able to assist the person starting the business by answering questions before they escalate into problems. By providing direction as to how vendors might volun- tarily comply with the terms of the Retail Sales Tax Act, the Ministry can often save considerable time and money for both themselves and the retailer. I will be pleased to see that the Vendor information kit is sent to those businessmen who would be interested in receiving it. He proposed a scheme called "workfare" as a possible replacement for provincial and municipal welfare. "Simply put," he said, "workfare would require all able-bodied recipients to undertake a designated number of hours of useful community work as a condition of welfare. 01 course, the scheme would be voluntary. Any healthy individual who chose not to participate would be struck from the welfare rolls." He suggested that if 80 percent of . ,welfarae recipients each -worked 20 hours a p week, the province would receive three million hours of community work a week in return for its $554 million annual' ex- penditure on 'welfare payments.
