Hazlitt pointed out that
if the board continued to
deal with one firm when
purchasing insurance
year after year it was
very easy to get into a
"state of status quo".
Dunlop said many
boards hid tried to cut
insurance costs by calling
for tenders and have
ended up with no
coverage at all. He said
firms that deal with the
number of insurance
companies needed to,
handle the board's
requirements are limited
and may not respond to a
tender call. He said he
knew that Cowan's policy
was not to respond to
tenders.
