From Stephen Township to London school
Board ays bus fee for h

The Huron County
Board of Education
agreed Monday night to
pick up the tab to send a
five year old handicapped
child to the London and
District Crippled
Children's Treatment
Centre from his home in
Stephen township. The
request was made by the
child's mother, Kathy
Bullock', to have her son
transported daily to the
London centre for
morning kindergarten
class and afternoon
therapy sessions. The
youngster suffers from
cerebral palsy.
Superintendent off
education Don Kenwell
told the board the tuition
fees for the student would
amount to $15 a day but
that the board's share of
that cost, 48 percent,
would amount to $7.20,
the remaining $7.80 a day

cording to Kenwell. He
said thee quotes had
been received, one from
Lang Bus Lines had a
daily rate or $60., one
from Murphy Bus Lines
cost $75. a day and one
from Exeter Bus Lines, in
a van with other children,

The International Joint
Commission is now
considering a proposal to
monitor and control the
water levels of Lake
Superior to help stabilize
levels in other Great
Lakes.
The proposal claims
that water levels of Lake
Huron and other Great
Lakes may be controlled
if the IJC gets Canadian
and American authorities
to agree to it. The
proposal involves
regulating the level of
Lake Superior in con-
junction with the other
lakes.
The proposal means
that during periods of
high water, levels, much.
of the water would be
stored in Lake Superior,
Fines levied
Frank Drea, minister
of consumer and com-
mercial relations,.
recently announced that
a total of $8,000 in fines
has, been levied against
,two Toronto transmission
repair shops.
There have now been
three convictions
resulting from 66 charges
laid tinder The Business
Practices Act against 12
transmission repair
shops in Toronto,
Oshawa, Oakville;
London, Guelph and St.
Catharines.

pleaded guilty " in
provincial court and was
given 60 days to pay a
$5,000 •fide.

tables, to ' alleviate any
possible threats to
shoreline installations or
recreational facilities
along- the lakes.
During periods of low
water levels, the amount
of water released from
Lake Superior would be
increased, again based on
tables and formulas
devised by engineers of
both countries. Under
such a Proposal the ef-
fects of low levels would
be kept to a minimum
especially along shores of
Lake Huron and
Michigan.
The IJC is looking
toward better
management of the Great
Lake levels, which can be
accomplished by treating
the three upper lakes as a
single package and
controlling the water
levels.
The IJC is now plan-
ning to hold public
hearings on the proposal
in (several U.S. and
Canadian locations, along
the affected area. The
public hearings on the
proposal -are likely to be
held in December and
January to assess public
reaction to the scheme.
But the plan will mainly
involve people living on
the Lake Superior
shoreline.
Water levels on Lake
Superior are now
regulated by 16 gates and
three hydroelectric
generating stations along
the St. Marys River near
Sault .Ste. Marie. Under
existing IJC regulations
flow frorri Lake Superior
is based solely on that
lake's water level with no

regard for the lower
lakes.
But under the new
proposal, water levels on
Lakes Huron, Michigan
and possibly Erie could
be maintained at near
normal levels. And Lake
Superior's level would be
maintained to ensure
adequate levels for power
and shipping interests.

Kenwell told the board
Mrs. Bullock had
recently moved to Huron
County from Middlesex
County.
Wingham trustee Jack
Alexander asked Kenwell
why she had moved here
asking if the family was
"renters moving around
a lot". The Wingham
trustee, looking at the
report from Kenwell that

cheaper for the, board to
"buy a house in London
and leave them there"
suggesting it may be less
than what the board will
pay in daily. tran-
sportation fees.
John Cochrane director
of education told the
board that he Was not
exactly clear on the
board's responsibilities
under the education act
but said that to the best of
his memory the board
had a responsibility to
pay tuition fees only'for
the youngster. He said
the"board had the option
to pay none, a share of, or
al1 the costs of tran-
sportation.
Ken well pointed out
that he was not familiar
with the family but did
know that the father•"did
not move this time" with
the family. He added that
the board's share of the
transportation for Exeter
Coach Lines would be 18
percent. That share
amounts to $3.60 a day.
Vice chairman Don
McDonald asked if the
child could be put up in
London in a 1 boarding
house.
"He is a bit young",
said Kenwell.
- Board chairman John
Elliott pointed out after
the meeting that the fees
to send the Bullock child
to London were probably
not that much more than
fees the board pays to
transport mentally
retarded children to the
training centres
operating in some county
elementary schools.

Wawanosh- Township,
Huron County.
Purchase of the
..property is part of an
intensive water land
management program
for forest and wetland
areas identified and
mapped by the MVCA,
Natural Resources
Minister, James Auld
said recently in an-
nouncing the grant.
The purpose of ' the
program is to protect all
such areas, particularly
those exceding 100 acres
through the application of
appropriate management

The property to be
purchases by 'the MVCA
contains 60 acre Lake
Wawanosh, 40 acres of
