1. How do you plan to
direct town council as a
single force for the
benefit of the ratepayers
in Goderich?
The Mayor's job is to
co-ordinate the council
and act as a chairman at
the council meetings
-making sure each issue is
discussed and all in-
formation is made
available to all council
members before calling a
vote.
'The Mayor has one vote
only as all members of
council do and each
dedision is arrived at . by
the democratic system of
majority vote.
2. Do you think spending
restraint should be at the
expense of growth - in-
dustrial and residential?
A town that has a
steady growth pattern,
particularly industrial
growth,will be
prosperous and therefore
benefit the people and
taxpayers through jobs
and . supplying of goods
and services. The ideal
situation to strive for is to
have a 60, percent in-
dustrial and commercial
assessment and 40 per-
cent residential
assessment base.
4. If you answered
question 2 in the negative,
where do you plan to get
the money to install the
new services to attract
industrial and residential
growth?
The financing for new
servicing regarding
residential and industrial
growth is now coming
from impost charges and
lot levies being invested
in capital reserve ac-
counts for future ex-
pension of sewage and
water plants. Also the
town should take ad-
vantage of Federal and
Provincial grants such as
was used in the N.I.P.
area (i.e. approx. 75
percent P°rovincial
Federal Funding). The
council should make sure
that each year a small
amount of Industrial land
is serviced avoiding a
large expenditure in the
future out of one given
year this can be done by
applying money from
town owned land sales
against servicing cost.
5. What can you, as
mayor, offer residents of
Goderich?
I.f re-elected I would
pledge the people of
Goderich a continued
effort of co-operation
with your council and to
insure that the tax dollars
are spent wisely, that
proper planning is used in
all projects, and
hopefully to be able to
keep the town properly
staffed and maintained
within the existing tax
structure.
6. Do you feel the town's
involvement in The
Square beautification
was justified or did
council abandon
residential taxpayers to
serve business tax-
payers?
Over the past two years
there have 'been new
roads, curbs and sewers
installed in many
residential areas
throughout the com-
munity. The Square area
is the focal point of the
community and the much
needed new sidewalks
were installed with the
town paying $41,380.00
and the businessmen
paying $15,350.00 towards
the project.
7. Can recent council
projects like The Square
and Hwy. No. 21
widening, be justified to
insure a strong future for
the town as a place to
live, grow and work for
present taxpayers and
their children?
Many projects un-
dertaken over the past
four years are long
range, in effect, items
like new storm sewers
and water lines,
sidewalks, paving of
roads and sewers. By
spending the tax dollars
this ., way in conj.uction
with Federal and
Provincial grants it
should cut down on costly
year to year maintenance
while providing the
improved services to
allow-- the steady in-
dustrial and new
residential growth.
Steady growth will
allow many of our
children not only to be
educated .in Goderich but
hopefully find fulfilling
employment in their
home town.

1. How do you plan to
direct town council as a
single force for the
benefit of the ratepayers
in Goderich?
Before answering this
question it would be
advisable to first define
the term` 'direct. It can
mean, to command or
order, and to me this is
not the function of the
Mayor. Municipal
government is not a one
man show. What it must
be is the dedicated joint
effort of the town's
elected representatives
to solve our problems.,
The form of direction I
would use to accomplish.
this would be to provide
the council with in-
formation, guidance and
leadership.
In the past, many
issues were presented to
council for decision
without giving the council
members sufficient time
or information to assess
the long term effects of
their decisions. This type
of decision by ultimatum
and crisis can not only be
disruptive, but is also a
real source of dissension.
One of the'ma•in points of
my platform is that I am
offering to be a full time
mayor.
I will have the time to
ensure that all council
members will be
presented with sufficient,
properly researched and
prepared information in
sufficient time for them
to make a sound decision
on the issues they will be
dealing with. In con-
junction with this it is
important that it is
council who should set -the
priorities to determine
the urgency of the
business they will be
dealing with.
I would be naive to
believe that council
would or could agree .100
percent on all issues. But
if the Mayor as chairman
uses that position to lead
and arbitrate rather than
dictate and promote only
his own viewpoint I 'am
sure council can operate
as a single force for the
benefit of all the citizens
of Goderich.
2. Do you think spending
restraint should be gt the
expense of growth - in-
dustrial and residential?
To answer this
question it is essential to
determine whether the
growth is beneficial. Not
all growth is necessarily
beneficial.', It is in this
context we must look at
spending and growth in
our community.
Before deciding if .a
particular type of growth
should take place we will
have to determine

economic long term
benefits will be positive
or negative. Will the
growth provide jobs,
income, tax revenue,
proper accommodation,
in short, will it increase
the quality of life and
standard of living of our
citizens, or, will it end up
as only an extra tax
burden.
If -growth is determined
to be beneficial then
spending restraints
should not be at the ex-
pense of growth. Spen-
ding in this case becomes -.
an .: investment in our
future.

To finance beneficial
growth we must take
advantage of all the
sources of funds
available to us. Our
concern must be to get
the maximum benefit for
each local tax dollar
invested in any project.
To do this we have to take
advantage of all those
grants, subsidies and low
cost loans offered by
higher levels of gover-
nment to . carry . out
municipal programmes.
Such programmes as the
East End inmprovement
project, the senior
citizens housing project
and the home renewal
program are good
examples of the
municipality using such
funding sources.
We must use a system
of priority budgeting, i.e.
budget the monies
available for those
projects that have the
most beneficial long term
benefits.' We must also,
where possible, look to
make a profit from
special services
provided. For example,
with good planning and
management it should be
possible that the airport
could provide income
rather than drain tax
dollars.
5. What can you, as
mayor, offer residents 'of
Goderich?
It is not my intention
to bore you at this time
with a long list of my
credits. I have, as a
career officer in the
R.C.A.F. and sub-
sequently in my civilian
vocation )51 `.:•,. accounting
and sales, had extensive
training and experience
in finance, ad-
ministration, leadership
and management.
During my career in
municipal affairs I have
had direct input into most
of the major programmes
now underway. This
experience and training I
can offer the residents of
Goderich.
I think that to take care
of two businesses, i.e. the
towns and one's private
business would be very
difficult if not impossible
without a conflict of time
or business interest
arising, to the detriment
of`one or the other. As a
full time Mayor I will
have no such conflicts
and this I offer to the
citizens of Goderich.
Finally and I think
most importantly, I offer
my integrity, dedication,
desire and time to work
for all the citizens of
Goderich:
6. Do you feel the town's
involvement in The
Square beautification
was justified or did

The Square project
has, to coin a phrase,
been almost beaten to
death. It has become an
emotional issue rather
than a logical one
because of its
overemphasis by all
including the media. One,.
of the key problems in
understanding the whole
mess is that the real
motives or requirements
for such a project have
been lost in the verbiage
about it.

The Town Council is
composed of nine elected
individuals, who do not
necessarily think alike or
agreeon everything. I
believe in tpe_process of
orderly discussion,
conducted by the mayor,
with input by the com-
mittee appointed to do the
research. In this`manner,
the council can arrive at
democratic decisions that
will be best for Goderich.
2. Do you think spending
restraint should be at the
expense of growth - in-
dustrial and residential?
The answer, in my
opinion can be neither
"yes" or "no". Spending
restraint should be the
concern of every citizen,
if we are ever to do
anything about inflation
and balancing our
budget. The council must,
walk a fine line, trying to
determine the spending
programs that should
have priority. It'would be
my hope, .. that, by sound
management of our tax
money, we can keep our
tax rate in line, and this
management could still
offer inducement for,
residential and industrial
growth.
3. If you answered
question 2 in the af-
firmative, how do you
envision Goderich in 25
years and what must be
done now to meet these
goals?
Since I answered
question two with neither
a.negative or affirmative,
I will reply to question
three thus: It is difficult
right now, in our time, to
see 10 years down the
road, much less.25 years.
A professional study by
Kleinfeldt and Associates
was completed in 1970,
and . they predicted a
growth rate for Goderich
of about one percent per
year in population,
resulting in about 7,850
people by 1985. The same
study agreed that our
sewage and water ser-
vices would be able to
absorb this rate of
growth, since the
initiation of the storm
sewer program. In fact,
they would likely be
adequate to a population
of 10,000.
I hope that Goderich,
while maintaining a
gradual growth, would
always keep the unique
flavour and charm that it,
has now.
