Dr, Ken Lambert ex-
pressed his concern that
no one from Alexandra
Marine and General
Hospital had attended a
four-day course at
McMaster University for
infection control per-
sonnel.
"I would impress upon
the board that funds for
educational purposes like
this pay dividends in
areas such as infection
control," said Dr.
Lambert at Monday
evening's board meeting.
AM&G's operating
room supervisor and
infection control nurse,
Judy Jefferson had
resigned recently.
"If more com-
---pre-h en -s v e ___ecru r -s e's
become available, the
new infection control
nurse should be en-
couraged to attend,"
suggested Dr. Lambert.

Goderich's Alexandra
Marine and General
Hospital has received a
.three-year accreditation,
the... longest period for
which such accreditation
is given.
"This indicates that
patient care is well above
average here," said Dr.
J.L. Hollingworth.
Dr. Ken Lambert
added that the practice of
medicine at AM&G is of
high calibre, as well.
"The quality of patient
care has not so far suf-
fered as a result of our
cutbacks," said Dr.
Lambert, "but as
previously drawn to the
board's notice, there is 'a
very real threat that this
could happen. We must at
all costs prevent this."
Two bouquets were
handed out Monday
evening at the October
meeting of the hospital
board at AM&G. . •
The first went to
ElmerTaylor, the
hospital's new ad-
ministrator.
"Although he is,new to
this hospital, I already
detect in the entire
hospital a new feeling of
relief and renewed
vitality," said Dr. Ken
Lambert. ''Quiet
deliberation and con-
sultation can work
wonders, and this, rather
than military con-
frontation, seems to be
the way we are pointed."
The second bouquet
went to Mts. Jo Berry,
chairman of the board.
Jim McCaul said he,
and associates on the
board felt Mrs. Berry's
handling', of the difficult
situation earlier this year
at the hospital was ad-
mirable. He said there
was no more fitting,
tribute to her . abilities
than he.r recent ap-
pointment to the board of
directors of the Ontario
Hospital Association.
AY, OCTOBER 26, 1978
Following a special
meeting of the Cor-
poration of Alexandra
Marine and General
Hospital, it was decided
that a member of the
board should be ap-
pointed as secretary of
the board. Bruce Potter
was named to that
position Monday night.
However, Potter will
not take the minutes at
the meetings. Recording
secretary will be Pat
Spence, secretary to the
hospital administrator
Elmer Taylor. The
minutes _ she prepares
from her notes taken at
the meeting will be read
and approved by Potter
before_theiyare..present..rl
to the board.
In the absence of Potter
at the board meetings -
and Monday evening,
Potter was not present -
another member of the
board is appointed to
carry out Potter's fun-
ctions. Monday evening,
that person was, Jim
McCaul.
Each of the various.
committees of the board
will choose a secretary as
well.

Two names have been
submitted by the board of
.AM&G . to the Ontario
Ministry of 'Health • to
become provincial
representatives on the
board. The two named
are Gerry Ginn,
presently warden of
Huron County and reeve
of Goderich Township,
and Bob Dempsey, Huron
County engineer.
It is up to the Ministry
whether or not one of
these men will be ap-
pointed as a provincial
representative, said Mrs.
Jo Berry, chairman. It is
not known for how long
the appointment would be
held, but it is understood
such appointees would
have voting privileges on
the board.
"They're getting their
foot in the door," 'warned
Dr. Ken Lambert.
Dr. Lambert fears a
provincial representative
on the board would be
there to ensure that
things would be done at
AM&G "the way
government would like to
see things done".
Jim McCaul said that
the health board of Huron
County, a provincial
representative has
"never any undue in-
fluence" on the mem-
bers.
"The provincial
representative is just a
good active member,"
said McCaul. "And
besides, there are 15 of us
and only one of him."
"That's our one
safeguard," admitted Dr.
Lambert. a,.
"It's all laid out in the
health act," said Clark
Teal.

advised Dr. Lambert that
the -board-had agreed to
the` appointment of a
provincial representative
when it had accepted
special grant from the
Ministry to help offset the
deficit earlier this year.
Dr. J.L. Hollingworth
said the Ontario Hospital
Association and the
Ontario Medical
Association are not in
favor of a provincial
representative on , a
hospital board. He said
not many hospitals have
such an arrangement,
and pointed out it is
usually hospitals who
have experienced
"troubles balancing their
books;" that wind up with
provincial represen-
tation.
-' `It h-as-a--politiea-l-side--
to it," added Dr.
Hollingworth.

AM&G board member,
George Young questioned
the hospital's travelling
budget which" he said
amounted to about $40
per day in a 30 -day month
when the board met
Monday evening.
He' learned that the'
travel budget covers.
everyone in the hospital's
employ who travels on
l\iospital business, in-
cluding the psychiatric
unit staff who commute
to..Wingham several days
a week.
"The bulk of the ex-
pense is for the psyche
unit," said Elmer Taylor,
administrator.
"It is all government
approved," commented
Jim McCaul, chairman of
finance. "If you're going
to have ,, a community
psychiatric unit, you
have to pay the ex-
penses."
+++
Jim McCaul presented
the hospital's financial
statement up to the end of
September, , showing
expensesare currently
"coming back into line"
with the budget figures..
AM&G is now only
$5,034 over -spent, a . far
cry from the picture
earlier this year .which
brought Ministry of
Health officials to
Goderich.
Salaries still, count for
the major portion of, the
expenses, of course, and
these are starting to level
off again now that
holidays are over and the
effects of staff cuts are
beginning to make an
-impression on the overall
budget.
McCaul explained to
board members that
while some areas show
over budget, other areas
are under budget.
"It is the bottom line
that is the important
figure," commented
McCaul who expressed
satisfaction that the
board's deficit is
decreasing substantially
at this point . •
Sixty-five employees at
Alexandra Marine and
General Hospital will be
covered by Blue Cross
dental insurance soon.
Board members
learned that those em-
ployees had negotiated
for this coverage in their
recent `wage packet'.
Registered nurses and
administrative ersonnel
salaries are n gotlated
under a different con-
tract.
Dr. J.L. Hollingworth
said the medical staff has
assured Dr. Brian Lynch,
Medical Officerof Health.
for Huron County, that if
Huron is selected as a
pilot area for a chronic
home care program,
doctors in Goderich will
refer patients for the
program.
. Huron County is now
set up for the home care
program, but according
to Dr. Hollingworth, in
some cases of long-term
illness, supplementary
assistance would be ideal
to provide home care
services for a longer
period of time.
Dr. Hollingworth said -
that Goderich doctors
feel there are some
patients who c uld
benefit from such 'a
program.
"Dr. Lynch wanted
some assurances that if
he went after the
program for Huron, and
got it, the doctors in the
couny will support it,"
said Dr. Hollingworth.
The members of the
board at AM&G voted to
send a letter to Dr. Lynch
advising him that the
hospital was in favor of
the additional home care
program.
It might even alleviate
some bedding problems,
-s13me members --of the --
board suggested.
suggested.
Dr. Hollingworth said
that if all five hospitals in
the county, as well as a
good , percentage of the
doctors in Huron, would
send their endorsation of
the program to Dr.
Lynch, chronic home
care services could be a
reality by.1979.
