Development Day in
Huron County and
tegchers and students
were encouraged to at-
tend the International
Plowing Match at
Wingham.
Unfortunately, it
rained that afternoon but
the Plowing Match
provided such a varied
and extensive program of
events that it will be a
source of discussion for
weeks to come_
Soccer games are in
progress whenever
weather permits at noon
hour. The boy's teams

One week ago
Professor Peter Plan -
flake of World University
was walking along the
beach when he ex-
claimed, "Eureka! I
have found a bottle with
something in it_" He
opened the bottle and
found some documents.
To his sur iriSe-tiiey were
written by Christopher
Columbus_
He ran home and
showed them to his wife.
When she saw them she
said, "If we sell these
documents t.•e could
snake millions_" "No one
is selling them," he said,
"they are going to be
,donated to the Univer-
sity;" he exclaimed.
"They're going in the
morning," he told her.
But, that night while
Professor Planflake, was
sleeping, his wife took the
documents. She got into
the car and started to
leave when Professor
Planfrake jumped into
the car with her and
turned off the ignition.
"What are you doing?"
she shrieked. "I told you,
the documents were
being donated to the
World University," he
remarked, taking the
documents from her and
starting toward the
house.
The next morning the
Prof_ feeling very tired
from the sleepless night
before took the
documents ,to the
University where they
were safe from his wife,
and anyone else who—
wanted them.

Huron County Council
learned Friday that it
may soon be responsible
for the co-ordination,
planning, delivery and
funding of children's
services now being of-
fered in the county by
Familyand -Children's
Services (FACS). •
John Penn, director of
the Huron FACS, told
council that the province
is in the process of tur-
ning over the ad-
ministration of children's
services to local
governments_ He said the
transition is being made
in five municipalities in
the province now and the
problems and successes
expeiglenced in those
areas will be monitored
to make the switch in the
remainder of the
m-unicipalities m-uch--
simpler_
Penn said the move is
beingamade to streamline
the delivery of children's
services offered by the
ministry of community
and social services
through FACS. • He said
the ministry created a
new branch, the
Children s Services
Branch, that will
correlate services now
being offered by as many
as five different
ministries.

it lost in a shuffle of
papers in ministry of-

He said last year the
new children's services
division assumed
responsibility for all
services to children. He
said prior to that those
services_we_re shared ..by.
the ministries of the
Attorney General,
community and social
services, health and
correction representing a
total budget of $300
.million spent on about
115,000 kids.
Penn said the county
will be given the task of
establishing a local
children's services
committee that will
identify needs, plan
future Programs, assist
in the hard to place or
hard to serve child, en-
sure the accessability of
service to the com-
munity, monitor and
evaluate service, review
budgets and funding and
allocate funds to services
establishing spending
priorities.
He said the funding
may be the most im-
portant aspect of the new
committee's job. He told
council the committee
could be composed of
elected officials, FACS
staff, citizens and- con-
sumers- to give it_broad.
representation, it could
be made up of FACS
workers to give it
professional expertise or
it could be a standing
committee of council to
give it maximum ac-
countability to council.
He added that whichever
system council chooses
the committee would be
required to 'report to
council. •
The director said he felt
the local committee
needed professional
expertise and for that
reason he favored a
committee that consisted
of at least one FACS
worker or a social worker
from another -
organization. He said he
felt the funding could be a
stumbling block for FACS
workers if the committee
in charge of allocating
funds was not made
aware of problems facing
FACS workers or gaps in
services.
Penn said the new
system merely reduces
paper
change services
provided to children. He
said the same amount of
money will be budgeted
in Huron and the same
services provided 'but
pointed out that through
the local body PACS.
