Ben Straugifan, the ac- countant, reported that he had mailed a number off tax arrears. Phil. Clark approached council requesting that a tile drain be run down the west side of the Howett- Thom sideroad as the road ditch appeared td be the natural run of the water to an open ditch at the north-east corner of the farm. Council agreed to the drain stating that the drain be the responsibility of the farm (Lot 15, con. 7 ED) owner at • all times and the constu o r t c 1. . noPP approved by Y the road superintendent. It was reported to- council ocouncil that a large cement pad had been constructed in the Proctor Subdivision.and.a large. trailer home had been installed without a building permit. The clerk was instructed to notify the Huron County Health Unit and the Township Building Inspector about this. Three tenders for gravel for the Eric Moore sideroad were received. The tender of Joe Kerr Ltd., Wingham was accepted subject to M.T.C. approval. Road maintenance and vandalism on the' townshiproads we -re wee discussed„It was decided to advertise for a road employee . for general duties, experienced' in driving a truck and tractor. Council approved the road construction agreement dealing with the Jean Clements severer -ices. ' Leonard Fisher, cemetery manager, discussed with council the price of selling un- wanted graves back to the Township Cemetery Board. It was approved that it be $20 per grave when the cost price was not known. • Regarding carpet for the mausoleum Helen Fenton, London, kept watch on 13 -month-old Nicole Budden from Goderich, while the little girl enjoyed a day outdoors. The inspection of- the Township Hall by the Huron County Health Unit was discussed as was the building of new buildings in the township without first applying for a building permit. AUGUST 15 MEETING • At the August 15 council meeting some discussion -took--place---regarding. the -- mortgage -holder's ap- proval of ' Municipal Drain Assessment and. the clerk informed • council that a $25,000 grant for home renewal in the township had been received. This would be available to • township ratepayers to improve . their homes. Fordyce Clark, By -Law Enforcement Officer, reported that a stray dog had been destroyed and that he had talked with the operators on the Brander building in Saltford and they had requested to attend a council meeting. A three-year term building permit was issued to Bruce Holmes for a mobile home on his property in .Benmiller. Four other building permits were approved with the Cooper permit subject to the approval of the Huron County Engineer and the Township Building Inspector. The application of Benmiller Inns for the expansion of the Gledhill house was discussed and the clerk was to contact the Ministry of Housing regarding the amend- ment to the Minister's Zoning Order and parking space.- - Thirteen applications for employment with the Township - Road Department were received. -After con-__ sidering all applications, the evening of August 22 was set for interviews with a starting wage of $5 per hour approved. Some discussion took place regarding the purchasing of a new gravel pit, and the ap- plying of -gravel to the Eric Moore side road. The Road Superin- tendent was instructed to set up a'meeting between council and Peter Ivey ' regarding the Benmiller River Mill dam and bridge. The Sandy roadway to the Sandy subdivision was also discussed as to M.T.C. approval. -.. At the special August 22 council meeting, Keith Kerr was hired as grader operator and Kenneth Grigg was hired for general duties and driving truck and tractor. You must work -welfare or not The Ministry of Community and Social Services is reminding all Ontario municipalities that employable adults either applying for or already receiving' social assistance are required to look for and accept any available work for which they are physically capable. ' In a letter sent this week to the more than 320 social services ad- ministrators and clerks in Ontario, the Ministry said that under the existing legislation and policies, the expectation _ is that employable people must use their own resources to the fullest extent. General Welfare Assistance, which is_ administered by the municipalities; "should not be considered an alter- native to employment. The letter advises local administrators to refer people capable of working to whatever jobs of either short or long term duration are available in their general area. "If work; is available where a person is living, then they are expected to accept it, provided they are capable of doing so. This is especially true in rural areas of Ontario . where employers at present are having dif- ficulty finding workers for farm labour, "the --Minister; - i{ eith -C..._-Nor- - ton, said.
