basis for restitution,
rather than via a petition_

suggested that Jim Searls
may have instigated the
petition following . the
couneib Meeting at which
the Gibbons' .matter was

Searls, _ who Was
present at Monday
evening's meeting,
assured council he did not
take the petition. It was
circulated by Bill Worsell
of Rich Street, he said.
Searls said he had signed
the petition.
Councillor Stan Profit
reminded the • meeting
that the, Gibbons'.
property was known to
have a first rate lawn.
and that council had
deemed it necessary to
bring the boulevard up to
the standard of the lawn.
He asked Ken Hunter if
all the lawns of the
petitioners met this
condition.
Hunter replied that in
some cases, the
boulevards upgraded the
lawns, while in other
instances, the boulevards
"brought down” the
quality of the adjoining
lawns.
"I don't know what has
happened to people.7.said
Councillor Don Wheeler.
"I would no more expect
the town to do something
about the boulevard
around my place than the
man in the moon. I use
Weed and Feed. A few
years ago, my lawn and
boulevard weren't good
but now they are much
better.”
Councillor Elsa Haydon
too recalled the people on
Warren Street were
responsible for their own
boulevards after
reconstruction of that
road.

Watering bylaw

says Haydon
Councillor Elsa Haydon pointed out to town
council Monday evening that while 49 watering
violations were noted and 49 warnings were
issued, not one charge had been laid by Bylaw
Officer Dick Eisler.
Haydon wondered whether the watering bylaw
shoulds'be studied, to determine whether people
would use more water than at present if they
were left to their own devices.
She said she finds it strange that watering laws
and gardens is controlled, while at the same time
an individual can "water his car as much as he
wants to".
--She said swimming pool owners could pay an
extra fee for more water, while home owners
with a love for lawns and gardens didn't have
that privilege.
"It's a ridiculous bylaw," claimed Haydon.
She suggested •that if she wasn't on town
• council, she would like to defy the bylaw and
fight it in court if necessary.
Councillor Haydon was reminded the watering
bylaw is quite necessary, particularly until the
new water storage tank is- built in the town.
Water pressure could get dangerously low m the
event of a serious fire.
Council did request that Eisler make a greater
effort to enforce the bylaw regarding cars
crossing the race track to the centre of
agricultural park. This is strictly forbidden by
bylaw, council members were reminded.
