The Goderich Signal-Star, 1978-08-17, Page 6PAGE 6-GODERICH SIGNAL -STAR, THURSDAY, AUQUSfi97, 1978 [Briefs BY SHIRLEY J. KELLER vosa Raw' Mayor Deb Shewfelt and council memkrs Monday evening congratulated Councillor Elsa Haydon on her recent appointment as one of three eitecutive directors of the Ontario Parks Association. Councillor Haydon will be the only lay person on the executive, the remainder of the members being highly qualified in their field. She is also the first women to serve as executive director of the organization. "I am quite pleased," she said, "as I feel that it is a.measure of recognition for Goderich parks and should serve to encourage particularly small municipalities (where parks are concerned)." Councillor John Doherty said it was "be-kind- to-Haydon-night" and reported that he had observed a visitor from the USA taking pictures in Sesquicentennial Park at the entrance to Goderich on Highway 8. The visitor, Doherty said, was very enthusiastic about the beauty of Goderich, and in particular, Goderich parks. "Thank you," smiled Haydon. "And I will pass that along to Peter Spain." (Spain is the parks foreman.) +++ Council has passed a bylaw to permit the eatabti'silrnentotarrelectrical• contractor's -shop• --- in the town's Industrial Park, just behind -the Texaco station on Highway 8". The bylaw, however, only permits the, area to be used for an electrical contractor's shop. It does not approve any specific building to be erected. + + + Mrs. Linda Hansen will be hired as assistant to the supervisor at the Municipal Day Nursery this fall. Her salary. will .ke.. $7,.000 ,per_annum ac- cording to Councillor Elsa Haydon. That is un- changed from the salary paid last year to the assistant supervisor: + ++ Minutes from the committee of adjustment were tabled for further study when Councillor Dave Gower objected to approval by the com- mittee of adjustment for Sari Developments to build 24 apartment units on Bennett Street East rather than 18 as originally requested. The committee of adjustment had approved Sari's request for a minor variance by Bylaw 28 of 1976 but Gower did not see It as a "minor variance". --- "That's major as far as I'm concerned," said Gower. Mayo{ Deb-$hewfeit rem nded•Gower that the request was to build 24 two-bedroom units rather than 18 three -bedroom' -units: That is in -effect -sir fewer bedrooms and a "lower density" type of housing, the mayor noted. +:++ Receipts at the Goderich Marina (Snug Harbor) are up this year so far, reports marina` supervisor Bill Mclsaac. To date, 397 boats have tied up overnight with many more passing through and refueling. "To date the courtesy car has taken 436 people up town," Mclsaac, said. "In my estimation about half this number would not have gone to town if they had to take a cab." •+++ A mobile fitness van will be in Goderich today, council learned Monday evening. Fifteen people have been registered to complete the test. According to Mike Dymond, recreation -director, dividual fitness levels • - will be ascertaine and personal programs worked out. "Perhaps some fall and .winter programing can be done as a result of this testing," said Dymond. + ++ "We are over double what we were last year at this time," commented Ken Hunter, com- missioner of works Monday eveltsing as he studied the report of the town''s building in- spector, A.P. Boutilier. Value of 57 permits issued to date in 1977 was $799,494. This year, 85 permits during the same time period are valued at $1,841,637. + ++ The next regular meeting of town council will be Monday, Septemb'er' 11' at 7:30 hr the town - council` chambers. Meetings will also be held on the third and fourth Mondays this month only, September 18 and September 25. i . i "iBLYTI-I SUMMER; IFESTIVAI-- tc THURS., AUG. 17-2 P.M. iFINAL PERFORMANCE t "His Own Boss" i i) AUGUST 17 & 22 I ( AT 0:30 P.M. A few simple lifestyle changes can result in a dramatic reduction of energy consumption and Stephen Norton of the Goderich-Lucknow Energy Conservation Centre hopes to hit this point home by sending out small computer cards to all residents of Goderich as a stuffier in their PUC bills. These cards will contain timely hints and energy conservation ideas from the PUC, Union Gas, Town Council and the Con- servation Centre .itself. They will be tucked inside the envelopes with the PUC bills which are mailed September 5 and continue through to October 16. Norton has been busy soliciting information from the PUC, Union Gas, Town Council and Conservation Centre experts and is now ready, along with the help of one representative from each of these four groups, to condense this information and select a final paek=age to be put' on the computer print out cards whichwill be done by the PUC computer at a cost of about $70. °h All four groups are endorsing the project and have each agreed to pay a quarter off the cost involved. Norton said he thinks everyone should con- sider this a worthwhile project especially in view of the fact that this is a high cost energy area in winter. The computer cards have been timed just right too, he feels, by coming out in the fall when people still have a few months to "get their acts together before the winds blow". The hints on the computer cards are directed basically' to the homeowner and not to in- dustries or farms. They point to areas of priority or concern where considerable savings can be made in energy consumption. It's amazing the number of things which can be done to save energy, says' Norton, like taking care of those • dripping faucets ,and • insulating your house with some good, solid insulation. Norton thinks people are becoming more and more energy conscious all the time especially now when money has become a factor with rising fuel prices and when technological ad- vances snake energy conservation more feasible. Like most people, Norton himself is mostly self-taught on energy conservation because there is no full scale education on it yet. The Energy Conservation Centre started as an eight month project created under the Energy Mines and Resources, Ministry. It terminates on September 8. The computer card stuffer is only one off many Ways ibe Energy Conservation Centre here has tried to get across its point. They have had displays at malls and fairs, workshops on solar heating and wind energy, weekly newspaper columns and even presented a play entitled The Wiser of Off based on the Wizard of Oz. On September 6 there will be a seminar on insulation at 7:30 at the Centre, 36AWest Street and as a grand finale on September 9 a Huron County Alternate Energy Tour is being held. Tickets will be sold for this tour of 12 to 15 residences which are using alternate energy technology. For further information about this or anything else, phone the Goderich Centre at 524-4114. The councillor said he would have been happy to go to bat for Legg with Ontario Housing, but. said that. Legg had immediately suggested that if the town didn't give him access to his rear yard he would evening approved a recommendation of the Goderich Area Planning Board to request Ontario Housing Corporation to supply Willard Legg with sufficient vehicle access to his rear yard when the new senior citizens housing units are built. But "Councillor Don Wheeler wasn't happy about the decision and told council in not un - enter an objection to the project. "To me, personally, the individual, has used coercion to et his own way," said Wheeler. "Council shouldn't be subject to coercion and threat." "The man should have access to his rear yard," stated Councillor Elsa Haydon. "Deputy -reeve Eileen Palmer expressed sur- prise 'that Councillor Wheeler would "hold a grudge and hold back a whole project." She said Councillor Wheeler had worked long and hard on this project, and won - dc red -•--tihat---he-...".o f. -....all. people" would risk delaying it now. Reeve BiII Clifford warned Wheeler it would "take a great deal of time" to decide the outcome of the complaint if Legg entered an ob- jection to the project. KELLER Ron Allin of Ron Allin & Associates told town council at its Monday meeting -that Huron County needs a credit counselling. -._agen.cy.- ....to. advise residents in debt how to handle their money. Such a credit-. coun- selling agency could be funded up to 60 percent by the province, with the local people paying for 40 percent. If only one person in 1,000 would use the. service, Allin told council, the government believes it is warranted. The agency would, be reviewed annually, Allin added. It wasn't until -this -spring-• that the idea began to take root. While Allin admitted he would be happy to provide the staff for an agency in Huron, ,he said his main concern now is to get it going. "I am already working with six people," Allin w told council. "The.service.. is needed in Huron. The need has been borne out by the Perth Credit Counselling 'Agency and the Middlesex _Credit Counselling Agency where Huron people have have. been turned Away because they 'were not residents of those counties." He said it would take about $9,600 a year to establish a Credit Counselling Agency service in Huron.
