Tenders for the Feagan Municipal Drainage Works Improvement and Extension were received as follows: six for the open work; five for the closed work; three for the concrete drainage tile and two for the C.M. Pipe with approval being given to Dean -Scott Contracting of London for the open work; Roth Drainage Limited of Gadshill for the closed work; Great Lakes Pipe Limited of Wallaceburg for the concrete drainage tile (subject to engineer's approval) and Koppers International or Canada Limited for C.M. Pipe. Ratepayers from Saltford approached council regarding dogs running at large in the village. They asked that the Dog Control By-law be enforced. Council agreed to act cin their complaints. Leonard Fisher was appointed to act in Fordyce Clark's place as By-law Enfor- cement Officer while he was on vacation. Chris Kiar and Art Bourdeau approached council regarding an amendment to the Colborne Township -Secondary Plan regar- ding Skyway Market property. Carlyle Bannister of the Bluewater Truck Centre was present to discuss with council his application for a building permit to alter and repair a hangar at the Sky Harbour Airport. Fordyce Clark, Township Building Inspector, discussed with council several items of the building code as to snow load, size of floor and ceiling, spacing of joists, etc. He reported some new buildings in the township for which no building permits had been issued. He also reported that he had investigated a written complaint regarding Peter Brander's building in Saltford (the use being made of it) as well as drainage on the Van Oenen Farms Incor- porated. R.J. Patterson, owner of part lot 11 LRE, was advised to obtain a certificate of compliance and septic tank approval before applying for a building permit. Leonard Fisher, Cemetery Manager, reported that he planned to take,a holiday in July and that he had arranged with Mel Good to sell graves and George McBride would help Clarence Allin dig any graves needed. On behalf of the Goderich Legion he inquired regarding the cement pad where the army tank was and council decided to leave it as is. John Clark, Road Superintendent, reported that it would take 3,330 cubic yards of pit run gravel for construction of the Eric Moore sideroad. He also said that he would arrange a meeting bet- ween Bob McNeil and Gerald 1iustow and council regarding an agreement concerning the two bridges on con- cessions 11 and 12 in front of their properties. He was then instructed to proceed with some weed spraying if possible. Swimming fees were discussed and the clerk was instructed to contact Heinz Hoering informing `him that the township would pay the balance of cost over $15 per child and council approved that the township pay the difference above the regular fee for the 1978 swimming lessons. A resolution instructing the Clerk to apply for a $25,000 1978-79 Home Renewal grant was ap- proved. A resolution approving the adoption of the Ontario Home Renewal Standards was also approved. .. SPECIAL MEETING The business of the June- 6 meeting was concluded at a special council meeting held on June 8. A number of letters to council were discussed including a request for gravel on the closed road between part lot 15 and part lot 15 LRE; a request for graviel on the Black Hole hill and a catch basin repaired; a letter regarding the road to Jean Clement's severed property (this was left for clarification); a letter from J.A. Trow, secretary of the Bogie's Beach Association regarding the cutting and planting of trees on the Bogie's Beach Road (resulted in the Clerk being instructed to write Mr. Trow indicating that as soon as the fence bottoms, road ditches and road improvements were completed, council would consider their tree planting proposal). As arranged, Bob McNeil and Gerald Dustow joined council in discussion of the bridges on their properties. Mr. Dustow said that he wished to keep his water rights and Mr. McNeil said that he did not want an open ditch on his' property. It was suggested that a 12 inch or 15 inch pipe be laid from the north side of the road at the creek bottom level to the Dustow property and a large pipe approximately 30 inches be laid back across the road with a road ditch to take the surplus water to the present water run. JUNE 20 MEETING At the June 20 meeting of Colborne Township Council, William Westlake, his son Jack Westlake and his son-in- law Roy Fowler ap- proached council regarding •William Westlake's surveyed plan of his 13 acre property and the placing of trailers for his son and son-in-law on the property which was contrary to Colborne Township By-laws and the Minister's Zoning Order of November 29, 1973. The Westlakes said that they would contact Gary Davidson, Huron County Planner, for advice and guidance. Ben Straughan, ac- countant, reported that cheques were prepared for the school boards June account, also for Huron County and a drainage debenture which would be in the June account for the July 4 council meeting. He also stated that the decreased snow removal cost for the winter of 1977- 78 would possibly make money available for a new road department tra rtnr There were no ob- jections to the Hawkins' Drainage Report so approval was moved and carried by council. Ken Brindley discussed with council and Engineer Shifflett a municipal drain to serve the Brindley farm and Hunter's Beach. After discussion regarding tile with the engineer approval, a motion was made to accept the' tender of Coldstream Concrete for tile for the Fepgan Municipal' Drain Improvemeat and Extension. The John Feagan Drain had no objection from M.V.C.A. or the Ministry of Natural Resources. Mr. Shifflett of Gamsby- and Man- nerow Limited was ap- pointed engineer and a field meeting will be held. The engineer is to examine the John Allin Municipal Drain. Council was informed that Leonard Fisher . was arranging repairs for the Kernighan Drain. • In the road department it was learned that the 1978 gravelling of township roads was completed and the hill to the Black Hole was to have gravel. The grader needed four new tires and a motor tune-up. A letter from the Benmiller Inn requesting th,t 14111 he made one-way was discussed. The road superintendent said that the hill would have calcium the next day. Council's opinion was that the two-way traffic should` be kept and the road closed in winter, A letter from Elwyn and Dorothy Pfrimmer, requesting No Parking signs in front of their property, was discussed and tabled until the next council meeting. Two building permits were issued. Reeve McNeil was appointed to represent Colborne Township at a meeting with Goderich and Goderich Township representatives regar- ding'4 the use of the Colborne Township- Goderich Township fire tanker to service a portion of Ashfield Township. A letter from the Huron County Health Unit regarding an inspection of the Township Hall indicated a number of items that must be made available. Deputy -Reeve Durst reported on the hearing regarding the Benmiller Inn Sewage Treatment Plant A grant of $25 was approved for the Huron County Historical Society. Council *as informed that 35 chickens had been killed by dogs on the James Buchanan property and that Carlyle Bannister hard- received septic tank approval. A letter from the Ministry of Housing regarding an extension of the Secondary Plan grant deadline of September 30 was discussed. Council was informed of the Waterfront Committee meeting in the Goderich Town Hall, June 28. Council received resolutions from the Town of Geraldton and the Town of Walden regarding school board increases with no action taken. A letter from Howick Township regarding M.V.C.A. fill line map- ping was, discussed with no action taken. Two letters from the Huron County Planning Department regarding Skyway Market were ordered filed. A council member inquired regarding the filling in of the ditches to the township road from the Ken Allin property and the road superin- tendent was ordered to fill them. Ben Straughan was appointed Acting Clerk - Treasurer during the vacation of the regular Clerk -Treasurer, Wilmer Hardy from June 27 to July 13. olborne man winner Well, call it lucky, fortunate, or what you will, there is at least one person in Colborne Township who ., is richer from the W intario draw June 22. Harry Chisholm had the right number but the series number was just a few out or he really would have been jumping over the moon. Harry laughed when he said he doesn't buy too many tickets. He was shopping in the I.G.A. store in' Clinton when a woman at the counter purchased .a ticket which gave Harry the notion and he said, "Have you another ticket there" and yes there was one, the last in the book, so he took it and that was it. The night of the draw he forgot about it and when he checked in the mor- ning, he found he was a $10,000 winner. Luck must be with Harryfor, he won $250 in the Provincial draw a month ago.. So congratulations Harry, may your luck continue. SOCIAL NEWS Mr. and Mrs. Allan Stoll accompanied by Mr. and Mrs. Clarence McCue, Goderich at- tended the 70th Universal Ceremonial of Mocha Shrine at Sault Ste. Marie on June 17. Also attending from Goderich district were Mr. and Mrs. John Westbrook and Dr. and Mrs. Mark Raithby. It is reported that considerable "vandalism has taken place in Colborne Township over the past weekend. It may be a benefit to residents to notify the police if they see or hear •anything strange in their area at any time. Visiting Mrs L. Pope and Mr. and Mrs. R. Buchanan, last week was Mrs. Pope's youngest son Mr. Ted Pope and Mrs. Pope from Portland, Ontario. The community is pleased to report Larry Harrison of Saltford has returned home from the hospital .and is con- valescing favorably. On Monday Mr. and Mrs. Harrison's two daughters Mrs. Donna Clegg and Dorrie Harrison of King City were home for a visit. We are sorry to report Mr. Marvin Durnin, 12125, is a patient in University Hospital, London. His many 'friends wish him better health. The sympathy, of the community is extended to the family of the late Mrs. Rod (Grace) Bogie, formerly of Colborne Township. CHURCH NEWS The Youth Group of Benmiller United Church are having a car wash at the church this Friday, June 30 from 1-8 p.m. So come and patronize this active group of young people. If you are not on their pick up list, call Mrs. Kaitting at 524-2076. SOFTBALL It has been favorable weather for the softball games 8So schedules have been carried out. On Tuesday evening, June 20 the 'senior girls coached by Mark Kernighan and Paul Feagan played Hullett team at Lon- desboro and won with a score of 17-3. On Wednesday evening June 21 the "Mixed Squirt" boys team which. is the youngest boys team coached by Dave Wilkinson played Varna at Benmiller and won with a score of 22-4. On Monday evening June 26 the midget boys played Holmesville and won with a score of 18-6. The Colborne teams seem to have gotten off to a good start which has every indication of a good summer of softball. Home from holiday It's nice to be home from holidays,. that took us to Cape Cod,. Mass., Hershey Penn. and Lenoir North Carolina, ' making friends while.. camping and visiting many relatives and friends on the way. Thanks to neighbours and friends for looking after the farm chores while we enjoyed a good trip. Sympathy is extended to Mr. and Mrs. Doug tMartyn and members of their family, in the sudden passing of Karen's father, 'Mr. Elliott Carruthers of Ripley. The body of •Mr. Duncan Finlayson of Toronto was laid to rest in Lochalsh cemetery on Saturday where a family service was held. Some of those from ' a distance who attended and later visited at the Finlayson home with Mrs. Gordon Finlayson and family were Mrs. buncan Finlayson, Mr. and Mrs. Ken Finlayson, Mr. Allan Finlayson and Miss Carol all of Toronto. Mr. and Mrs. John Finlayson of South America and Mr. and Mrs. Rod Finlayson and girls of Sarnia. Miss Carol Finlayson will spend sometime with her mother and brothers before leaving for Calgary,Alberta with her friend Gwen Anne MacCauley. The girls will be working in Calgary and making their home there. Mrs. .. Frank MacLennan and Mrs. Florence MacKenzie spent a day in London recently where Mrs. MacLennan had a check up following recent surgery.. Mr. and Mrs. Lorne Luther were guests at a wedding in Ridgetown during the past weekend.
