Huron County
council briefs

A request by planner George Penfold for a
leave of absence to study for his Masters Degree
in Planning and Development at the University
of Guelph is being considered by the Huron
County Planning Board.
At Friday's meeting of county council,
however, some indication was r given to the
planning board of the feelings of members.
Goderich Township Deputy -reeve Grant
Stirling said he was surprised this 'request was
put forward by Penfold at this time. Stirling said
he understood the planning department was
short-staffed and extremely busy.
"Is this work going to be kept up when we're
short a planner?" asked Stirling.
Planning director Gary Davidson. said the
county has an educational policy for its em-
ployees, and that the planning board felt Pen -
fold's request was valid enough to warrant
consideration. Davidson said the plan is to use a
planning technician to keep things rolling along
in the planning department "as best as
possible
McKillop Reeve Allan Campbell', chairman of
the planning board, admitted that Penfold's
request "bothers" him.
"Approval has not been granted yet," said
Warden Gerry Ginn. "A further recom-
mendation will be coming in."

The changeover to the metric system is
causing the Huron County Planning Department
some concern. The Ontario Ministry of Housing
has reminded the planning department that as of
July 1, 1978,-a11 planning documents submitted to
the Ministry must be in metric units.
"This will cause a distinct, problem for the
planning department as the budget item for
metric conversion in the proposed 1978 budget
was deleted," said planning board chairman
Allan Campbell, McKillop reeve.

Cal Krauter, the reeve of the village of
Brussels, said Friday at county council that he
had been doing some thinking about council's
decision in April to ask that certain "dirty"
books be removed from the required reading list
in Huron County secondary schools.
Since that meeting, Krauter said he's read two
of the three books in question and decided that
the excerpts provided by the Kingsbridge
Catholic Women's League upon which the county
decision was made do not provide a fair
assessment of the books and their value.
The Kingsbridge ladies picked out the worst of
them," said Krauter. He said he'd had second
thoughts about consorship, recalling that Hitler
had burned books in Germany in 1939.
"And we all know what happened after that,"
said Krauter.
He asked how many county councillors had
read the books in question - The Diviners, The
Catcher in the Rye and Of Mice and Men.
Only Bayfield Reeve Ed Oddleifson answered.
Oddleifson admitted he hadn't read the books.
"But I've read the excerpts," said Oddleifson.
He said the writers of such books shouldn't even
be classed as authors, and added that resorting
to such tactics showed "a lack of good taste".
No further action was taken on the matter.

Council for Huron County will forward a letter
to .The Honorable Roy McMurtry, Attorney
General, inquiring when Huron 'County can
expect the appointment of a Crown Attorney to
replace W. G. Cochrane who became a provin-
cial Judge, criminal division, earlier this year.
The Crown's duties in Huron County are now
being handled from Guelph and Chairman of the
Executive Committee Reeve Ed Oddleifson, said
council is "very concerned" a Crown Attorney
may not be appointed for Huron County for some
time.

This is an election year for the municipalities
and when nomination time rolls around,
Goderich will be responsible for the nominations
for the election of the separate school trustees
for the northern half of the county.
County council learned Friday this change is a
result of •the town of Goderich now having a
higher separate school assessment than the
Township of McKillop, the responsible mun-
icipality.

The curator of the Huron County Pioneer
museum has been authorized to make •ap-
plication to Wintario for a grant towards the
installation of a chair lift for the handicapped in
the museum.
It is believed that the installation of chair lifts
in public buildings would be eligible for Wintario
grants of 100 per cent.

Huronview is getting more and more
automated. In 1979, a small garment folder will
be installed in the Huronview laundry which will
reduce the laundry staff by one. The machine
will cost $13,500. Most of that amount will be
saved in the first year by saving one salary -
$12,592.

saving of about $4,900 in wages per annum.
Cleaning would become a one-man operation
with the purchase of a new floor maintenance
system with an initial cost of $1,400. County
council agreed Friday that one domestic position
at Huronview will not be replaced in September
1978.
In the food services end of Huronview
management, affective June 29 the main meal of
the day will be fed to residents in the evening,
changing a long standing policy to serve the
main meal at noon.
It is believed this change will reduce part time
staff hours and mean the eventual reduction of
one fulltime staff member through attrition...
To summarize, over a period of three years,
the labor saving would be $75,,108. The equipment
cost would be $26,800 resulting in a saving of
$48,308.
St. Mary's gets new principal

Two principals were
hired by the Huron -Perth
County Roman Catholic
Separate School Board at
a meeting in Dublin
Monday night.
The two new principals
were chosen from ap-
plicants for the two
vacancies from teachers
now on staff within the
system.
They are Ray Contois,
now teaching Grade 5 at
St. Patrick's School,
Dublin, to St. Columban,
and Miss Betty Clark to
St. Mary's School at
Goderich. She is now a
part time French teacher
at Mount Carmel and
Exeter and in social
environmental studies at
the board office. She was
formerly with the Royal
Ontario Museum in
Toronto.
Trustee Ronald Murray
of Dublin, one of the
committee members who
interviewed the ap-
plicants, stated: "I was
impressed with the
calibre of teachers who
applied for the two
positions."
The board accepted the
resignations of Loretta
Hoad, special education
teacher at St. -Aloysius
School, Stratford, and
Evonne Carter, Grades 1
and 2 teacher at Sacred
Heart School, Wingham..
Grants amounting to
$12,000 for Experience '78
-- program funded by the
Ministry of Education
will be received by the
board this year.
Superintendent Joseph
Mills, who applied for the
grants for the board
explained that one will be
to hire six students for a
summer school at St.
Patrick's School, Dublin;
and the other to set up a
resource centre, also at
the same school, to be
manned by six students.
Mr. Mills said the
students to be hired will
range in age from
university to Grade 11
students. They All be
given workshop training
for the jobs.
A project co-ordinator
has been hired for the two
programs -- Barbara
Lillow of Bluevale.
For the summer school
the first three weeks in
July will .. be for Perth
County children and the
second three weeks will
be for Huron County
children, altogether
involving. about 65
children. Mr. Mills said
this could be expanded to
90 pupils.
The ministry of
Education will pay the
full cost of the programs
with no cost to the board -
- salaries, transportation
to and from the school for
the children, supplies....
Riddell
seeks
ruling
Jack Riddell, (L -
Huron -Middlesex) asked
Speaker -Jack Stokes
Tuesday to rule on
whether Riddell's
privileges as an MPP
have been breached by
actions of the UAW over
the Fleck Manufacturing
strike.
Stokes said he would
• look into the request and
report back later.
Riddell said in the
legislature the ap-
plication by the UAW to
the Ontario . Labor
Relations Board to
prosecute him for
violations of the Labor
Relations Act con-
travenes a section of the
Legislative Assembly
Act.
He said that under the
act a proceeding can't be
launched against an MPP
while the legislature is in
session. The labor
relations board hearing is
scheduled for next week.
Riddell also said in the
legislature that he has
been served notices' by
solicitors for the UAW in
his Queen's Park office
which he said is also in
contravention of his
privileges as an MPP.
Riddell said he had
been served with a notice
of action under the Libel
and Slander Act.
Only three trustees
indicated they would
attend the Canadian
Catholic School Trustees'
Association annyal
convention to be held in
London this year --
Chairman Donald
Crowley, Ronald Marcy,
Stratford and William
Kinahan, Lucknow.
During Dublin's cen-
tennial celebrations the
board offices and board
room. will be open to the
visiting public on
Saturday, July 1, and
again on Sunday but only
until 22:30 p.m. and on
Sunday the board room
will be available to the
Ursuline Sisters for a
luncheon.
The board will reply to
a letter from the Huron
County Board of
Education that it is not
interested in the two
school properties ° which
the Huron Board has for
sale, located just out of
St. Augustine on part lot
27, concession 7 of West
VVawanosh Township and
the property at part lot 5,
concession 7, Hullett
Township.
The board approved the
purchase of a new school
bus to replace the 1976
model at an approximate
eost of $17,500.
The board renewed the
lease with the Goderich
Day Care Centro for the
former St. Peter's School
for another year at a
rental fee of $18,000 up
from $16,240.
The board approved the
request of H. Allan
Nicholson for the transfer
of his school bus contract
to J.R. Armstrong for
services to Sacred Heart
School, Wingham.
The board will

munications and the
Ontario Provincial Police
to survey the existing
condition of intersection
of No. 8 highway and
Perth County road No. 10
so.uth and Huron County
road No. 14 leading to St.
Partri.ck's School in the
village of Dublin.
Concern was expressed
that patrons at Huron
Hotel, Kramp's service
station and lunch bar
obstruct the visibility for
motorists generally and
school b.uses in par-
ticular. The immediate
neighbouring
'municipalities will be
asked to support this in
the interest of traffic
safety -- Hibbert, Logan
and McKillop "township,
Village of Dublin and.
Perth and Huron County
-boards of education.
The board will assist
and co-operate with the
University of Western
Ontario multi-
disciplinary accident
research team in in-
vestiggting the recent
collision between two
school buses on May 11 at
the intersection of Oxford
Road and concession 10-
11.
