GDEC discusses terms
of reference for activities

The Goderich Economic
Development Committee
(GEDC) reviewed some of
the terms of reference for the
committee at their May
meeting, but decided that to
discuss them all would take
up too much time.
Each member was given a
copy of the terms and Gord
McManus, chairman of the
GEDC, told the members to
keep the terms in the back of
their minds and to review
them often to themselves.
They were too detailed for
study at the meeting, he said
but contrived that the terms
were conducive to good
business and expansion of
business.
The very first term of
reference stated that the
GEDC should be responsible
for the development and
evaluation of business op:
portunities in Goderich and
McManus said the GEDC has
not done this. He said it would
take more skill to do this than
any of the members have.
Committee member Elsa
Haydon suggested that
County Development Officer
Spence Cummings' services
be used for this task. Cum-
mings suggested that an
economic policy be set down
by the committee but
McManus said the committee
wasn't. 'c'apableof making,
such policy. He said to draw
up such a policy would in-
volve an on-going and in-
depth study.
Mayor Deb Shewfelt, a
member of the GEDC, said
the committee should get the
basic things like road pat:
terns, etc. set out for
Industrial Park before
tackling anything com-
plicated. He said if the
committee spent the balance
of their year on the basics,
they /Would be doing well.,He
added that during the last
three years the committe
hasn't had any money to do
anything anyway.
Mrs. Haydon then asked
why there even was an
Economic Development
Committee and McManus
said he was beginning to
wonder about that himself.
He said so far the committee
has just acted as a liaison
between the town council and
those people wanting to locate
in Lndustrial Park.
Committee member Dave
Gower said he felt the terms
of reference were mainly
designed to get the committee
members thinking about
what additional work they
could dcf begides their regular
business and he agreed with
McManus, that they should be
reviewed by the members
often on their own.

In other business, the
committee evaluated and
confirmed its policy that
retail outlets would not be
allowed to locate in Industrial
Parkin keeping with its past
policy.
The committee passed a
motion to ask the chairman of
the Tourist Committee to
attend the next GEDC
meeting with the idea of co-
ordinating advertising for the
two committees. However, it
seemed to be the general
feeling of the 'GEDC mem-
bers that the two committees
should not amalgamate as
suggested by the
Organizational Review
Committee.
It was learned that a
recommendation to town
council from the GEDC to
take immediate steps to zone
the Mitchell farm industrial
and to clarify the status of the
Hugill farm was tabled by
council until a special sub-
committee of the Planning
Board could come back with
recommendations based on a
study of Industrial Park and
the Inducon Report.
Cp>uncil approved the
recommendation from the
GEDC that a parcel of land in
the Industrial Park with
frontage of 150 feet and depth
of 250 feet on Huckins 'Street
adjacent to J. B. Allen and
Company Limited property
be offered for sale to Tri -
County Brick Company at
$5,000 an acre.
Correspondence was
received from B. M. Ross and
Associates giving the ser-
vicing costs to date for the
Industrial Park. The figures
are not yet complete and the
GEDC filed the report for
their own information.
Correspondence from
ACRES, a consulting firm
requesting industrial site
information, was referred to
the County Development
Office.
GEDC member Harry
Worsell complained that the
noon hour meetings of the
GEDC were not appropriate
because the sandwiches
provided wr=re not filling
enough for those who had to
return to work after the
meetings. He suggested
having the meetings in the
evenings. Clerk Larry
McCabe said however, that
the committee would never
be able to get a , consistent
evening for the meetings.
Dave Gower then recom-
mended that the committee
begin meeting at the Bedford
Hotel for meetings again the
first Wednesday of each
month.

believe this to be a backward step at "a time when other com-
munities are banning the sale of liquor at sporting events.
We ask your support in preventing the opening of liquor outlets
in our township.
