Plug loopholes saysWhela
The proposed Canadian
food strategy must ensure
farmers a reasonable profit
and consumers a reasonable
price, agriculture minister
Eugene Whelan told the
closing session Ottawa of the
Agriculture Outlook Con-
ference.
One way to assure farmers
a reasonable profit is to plug
loopholes in the marketing
system, said Whelan.
He also stressed that
Canada must aim at
"equalizing” its low food
tariffs with higher tariffs
imposed by trading partners
on Canadian food.
Whelan said he has been
criticized for becoming
isolationist and anti -free
trade because of his
suggestions that Canadian
tariffs should be raised.
"If anyone can find me a
free trader in this day and
age, I'd like to meet him
because there aren't any,” he
said.
One shortcoming of the
market system in Canada is
the wide variation prices
from coast to coast, he said.
"Alberta farmers are
receiving well over $5 per
hundredweight for thier
potatoes, and in Prince
Edward Island I understand
they get only $2, he said.
It doesn't make good
Canadian sense to me as a
politician or good economic
sense to me as,a farmer”.
He said that he was accused
of causing the P.E.I. potato
price to drop by making a
public statement that the
government was monitoring
potato prices.
Newman will study
milk quota benefits
Agriculture and Food
Minister Bill Newman has
announced that he will
commission a study of the
benefits and the costs to
Ontario of the province's
participation in the national
milk supply management
program.
Mr. .Newman ,said, "I am
)concerned about the number
of Ontario milk producers
who have run out of market
share quota long before the
end of the dairy year. We
seem to have an undesirable
situation in Ontario where
processors say they can't fill
orders because they can't buy
enough milk, and producers
have milk but can't sell it
because they've run out of
quota."
The minister has appointed
a committee to draw up
terms of reference for the
study, with representation
from the Ontario MiIk
Commission. the Ontario

Weak tea
for plants
Don't throw away leftover
tea - treat your plants to a tea
party.
R.A. Fleming, Ontario
ministry of agriculture and
food extension horticulturist,
says many houseplants can
benefit from an occasional
watering with a weak tea
solution.
Using a weak tea solution
about once a month will help
provide the moderately acid
soil many houseplants
require to grow their best,
says Mr. Fleming.
"Much of the water used in
Ontario 4has a high calcium
content. This can cause an
alkaline condition in potting
soils where leaching fails to
carry the excess alkalinity
away."
High calcium content in
water can be identified by
heavy lime deposits after
boiling.
As a natural mild acid, tea
tends to neutralize the
alkaline condition , without
adding any harmful
ingredients.
Use four parts water to one
part tea solution.

Ministry of Agriculture and
Food.
Factors to be examined
include the size of the Ontario
market and the share filled
by Ontario processors; the
effects of withdrawing from
the federal program on the
producer, the processor and
the consumer; and the
possible alternative
arrangements that could be
made to the present federal
program.
In making the an-
nouncement, Mr. Newman
said, "I am in favor of the
concept of supply
management for milk, but the
federal government's ap-
proach is not working well in
Ontario and it is time we took
a very hard look at it,"
The federal supply
management program, of
which Ontario is a member,
has been operating for seven
years. All the provinces re
currently members of the
federal program.

Whelan, who is an advocate of
supply management

In 1978, a year in which
forecasts indicate a six per
cent decrease in net farm
income, Whelan said he is
prepared to assist farm
commodities which run into
problems, and the preferable
tool would be to extend price
stabilization programs.
"If there are problems we
will have to come up with
ways of dealing with them...it
may be that we will have to
boost our subsidization
programs."

The debate picked up on the
same topics of oversupply
and farmer attrition from last
year's conference.
The Canadian dairy in-
dustry, through quota control
and milk marketing boards,
attempts to manage supply to
meet consumer demand.
