Usborne Council
The ;vrtinieipal Council of tate
Township of Usborne met on August
6th pursuant to adjournment. All
members present except John :►tor-
gait. nute , at the meeting of July
2nd read and approve&
A reduced schedule of rates for
the township having been forwarded
by the Hydro-Electrie Commission,
tine clerk was authorized to write to
the commission asking for the serv-
lees of an engineer to look over the
township iii view to securing electri-
cal service. The reduction in rates
amounts to about ten dollars per
year on each !tent as previously pub-
lished,
Bylaw No. 9. 1921. re borrowing
money for current expenses was read
;and approved and signed by the
reeve and clerk.
The following rates were struck
far 1921 taxes:
County rate. 3.8 mills on the dol-
lar; Goods roads rate, 2 mills; Town-
ship rate 1. mill; General school rate,
3 mills; and that the required
amount for each school section in the
township be levied by special rate,
entered onthe collector's roll and
collected with the other taxes; and
that a bylaw be drafted confirming
the same.
Bills to the amount of $134.46
were passeed ' and orders issued for
the payment of sante.
Council adjourned to meet Sept.
2nd, 1921.

performance of an electric railway
of the first rank sueh a railway was
operating every day between London
and Port Stanley, In four years

They declared that it would be impos-
sible. to . operate ordinary steam
railway equipment on an electric
line because of the overhead wires.
They said that the road would be
without berminais in London and
would be compelled to put the Bassen

eort zinced that 'the .road would never
be a able to develop the business
anticipated in the engineers' estimates
and even if it did sufficient equipment
'to handle the traffic'woulcl not be
available. (One is reminded of the
arguments used against tae Hydro -
Radial project of to -day.)
The fact that within four years the
business of the London and Port Stan-
ley Railway had exceededthe rosiest
hopes of its promoters,did not change
the attitude of the chief critics.
Clearly they were animated more by
personal enmity against the municipal
commissioners than by zeal for the
public interest. Even to -day jugglers
of figures are perpetually busy with
the extent to show that the road is a
burden upon the city of London -and
is hopelessly involved in debt. • The
facts point in an opposite direction.
The attitude of.the people of Lon-
don is shown by, the growth in passene.
ger traffic. Clean, comfortable and
transportation has brought Lake
Erie to London's front door. Little
Journeys to Port Stanley have become
the chief summer recreation.for thous-
ands of peoli'le.
It must be remembered that with
this railway practically 'all the traffic
originates at one end. If Port Stanley
were a city equal in size to London it
is certain-• that the railway would
profit greatly.- Consider ; then" the
advantage,' of connecting :"two such'
communities' as Hamilton and,ToroA
to with a fast, frequent, clean and
comfortable service.
The "nub" of- the Hydro -Radial
project, the fact that will spell success,
is the high quality of the construction,
equipment and service proposed_
