Bills to the amount of $134.46 were passeed ' and orders issued for the payment of sante. Council adjourned to meet Sept. 2nd, 1921. Henry Strang. Clerk. THE CONCRETE EXAMPLE By J. E. Middleton While the ,Radial Commission of Inquiry was hearingvolun-esof specu- lative opinion roneerning the probable performance of an electric railway of the first rank sueh a railway was operating every day between London and Port Stanley, In four years the nutubcraof passengers using this rine inereased by about 9(X) per rent and the total earnings from S2s1,(X5S to Sl!)4),t'a34. During the long period ghat the London end' Port Stanley line 'as a steam ra, ar1 it vi• hied to its owner the City of London less than $2(),OOO a )Torr. In 1919 the yield to the city vsas 2!+'ta000 in rental $151,151 in sinking fund ;led $31,009 insurelus. It is int+'rr's` i'a; 4u reeell some of the arguntents that ':v ere u:,.dI against the electrifita`ior of the rued and its operation by a contntis ion repr sent- ing the muni, i elity: The pessimists declared that the expenditure required for electrification and ret orstrurtion would increase the tax -rat,', burden the taxpayer and depreeietn general property -'values. They said that the Pere Marquette and Michigan Cen- tral Railroads sshich made test, of the old strap` line as an entrance to I on - don sa ou'.d refuse to deal with a emir commission and that commercial houses would lose chest important shipping connections. They trembled lest the employees of theseroadswould leave the city and twenty families might be : forever lost to London. They declared that it would be impos- sible. to . operate ordinary steam railway equipment on an electric line because of the overhead wires. They said that the road would be without berminais in London and would be compelled to put the Bassen gers ole at Burwell street. They were eort zinced that 'the .road would never be a able to develop the business anticipated in the engineers' estimates and even if it did sufficient equipment 'to handle the traffic'woulcl not be available. (One is reminded of the arguments used against tae Hydro - Radial project of to -day.) The fact that within four years the business of the London and Port Stan- ley Railway had exceededthe rosiest hopes of its promoters, did not change the attitude of the chief critics. Clearly they were animated more by personal enmity against the municipal commissioners than by zeal for the public interest. Even to -day jugglers of figures are perpetually busy with the extent to show that the road is a burden upon the city of London -and is hopelessly involved in debt. • The facts point in an opposite direction. The attitude of.the people of Lon- don is shown by, the growth in passene. ger traffic. Clean, comfortable and transportation has brought Lake Erie to London's front door. Little Journeys to Port Stanley have become the chief summer recreation.for thous- ands of peoli'le. It must be remembered that with this railway practically 'all the traffic originates at one end. If Port Stanley were a city equal in size to London it is certain-• that the railway would profit greatly.- Consider ; then" the advantage,' of connecting :"two such' communities' as Hamilton and,ToroA to with a fast, frequent, clean and comfortable service. The "nub" of- the Hydro -Radial project, the fact that will spell success, is the high quality of the construction, equipment and service proposed_ NESUV OF WEEK important Events Which Have Occurred During the Week, The *lose.
