Our cost for bulk power from Ontario Hydro has increased by 9.7%. However, due to favourable economic factors and export sales experien- ced in 1977, Ontario Hydro will pass on to The Goderich P.U.C. a rebate estimated to be 110,970.00. This rebate which will be spread over the en- tire year has reduced your increase for electricity to an average of 6.6%. It is not expected that any such "windfall" will occur in 1978, and therefore, it is anticipated that the increase in electrical rates for 1979 will be considerably higher.
