TAKE PEACE The gloom of the world is but a shadow Behind it, yet within our reach, is joy There is radiance and glory in the darkness Could we but see and to see we have only to look. 1 BESEECH YOU TO LOOK And so at this time I greet you Not as the world sends greetings But with profound esteem And with prayer, that for you now and forever, the day breaks and the shadows flee away. The Liberal party intended to push for major amendments to the bill - amendments which the Government was not prepared to .accept. The Police Act now requires a board of police com- missioners to consist of the head of council, a county district judge selected by Cabinet and a third person chosen by Cabinet. The Government wanted to change the law to require the council head and two persons appointed by the Cabinet to comprise a Board. Liberals wanted to go a step further and prohibit judges from sitting on police com- missions. We also wanted to give municipalities the power to appoint two of the three commissioners - in effect taking control of the com- mission away from Queen's Park. The Solicitor -General quietly withdrew the bill from this week's order of business, commenting that our amendments were too radical and he wanted time to gather reaction to possible broader Police Act changes from municipalities, police associations, etc. Amendments to the Ontario Mental Health Act, intended to improve the civil liberties of psychiatric patients and protect the confidentiality of their hospital recrods have been introduced. The amendments are described by the Minister as "interim changes of the Act that require immediate con- sideration". The amendments would reduce the time a person may be detained involuntarily on the signature of one doctor - from 30 days to 72 hours. During the 72 hour period the person must be either released, admitted to a psychiatric hospital volun- tarily or admitted in- voluntarily. A second doctor would be required to conduct the psychiatric assessment if the person is to be admitted against his will. Current legislation allows one doctor to detain -a patient involuntarily for up to 30 days, if the doctor believes the person is a danger to his own safety or the safety of others. het us Adore Kim We herald the Child born in the manger and ask His blessing for you and your Ioied ones.
