Job Experience
Training Program
announced
Canada Manpower Centre
Manager, Ben Hey, recently
announced the introduction of
the Joh 1•:xperience Training
Programa The program is
designed to help young people
begin their employment
careers and assist employers
with the cost of hiring new,
employees.
The program matches
selected participants. as
identified by the local Canada

the home. It can be' physical
of psychological - but it is
abuse and the child is suf-
fering at the hands of parents
who may not even know they
are inflicting pain on their
youngster.
My fear is, though. that
Judge Gordon Killeen is right
and there is 0 'definite in-
crease in the crimes against
children by their parents. If
past experiences are any
guide at all. then one can
expect that before long
something horrible involving
a child and his parents will
happen closer to Mime.
maybe even right here in
Huron County.
•••
In the face of all this, there
was a news item last week
which suggested that while
parents need not 'have per-
mission to have a child. they
should have an approved
permit before they are
allowed toraise that child in
their own home. The idea was
that' parents would have to
register at a license bureau
similar to a drivers' licence
hureau to show their
willingness to raise their
children according to the
laws of the land and to obey
certain rules and regulations
involving the raising of their
children.
It isn't difficult •ti'> see that
such a licensing procedure
could easily get out of han-
d....and the idea will probably
never get any further than the
proposal stage.
There probably is no way to
ensure that all children will
he safe with their own
parents.
But certainly society has
an obligation to protect these
youngsters who cannot
protect thems.elvgs...
There must be money
available for this purpose and
there must be people trained
to recognize the subtle dif-
ferences hetween parents
who are strict disciplinarians
and parents who actually
abuse their children. As well,
`there must he legislation to
ensure safety for children in
cases where there is actual
abuse and there must he
satisfactory ways to punish
'parents who allow them-
selves to manhandle or abuse
a small child to feed their own
ugly perversions.
