Maitland River Watershed.
Fill lines are mapped rural
areas to identify hazard zones
within which landowners -
developers would experience
hardship, while also con-
tributing to environmental
damage due to development.
Fill Line maps for member
municipalities were
presented to representatives
from each council during the
spring of 1977.
A co-operative program for
safe development could be
maintained by council and
the Conservation Authority
through a process of checking
each building permit request
and fill 33 application for
location with respect to the
fill lines mapped.
The Authority held an
auction sale in Wingham
during October. The sale
produced almost $1,300 from
auctioning various building
materials that were left
following demolition of
houses in the Turnberry
Floodplain. Funds raised
were used to offset demolition
costs.
Several applications for
permission to trap on
Authority lands have been
received at the M.V.C.A.
office following a recent
change in Ontario Trapping
Regulations. Under the new
laws enforced by the Ministry
of Natural Resources,
trappers must have the
consent of the landowner in
order to conduct any trapping
opperation.
Discussions among
members of the Authority's
Reforestation Land Use and
Wildlife Advisory Board, and
the M.V.C.A. Executive
Committee have resulted in a
decision not to allow trapping
on Conservation land, unless
any animals become a
nuisance to be dealt with
under special conditions.

old dump site would require
relatively little development
for use by snowmobiles or
cross-country skiers.
The main problem along
the beach area is the rocks
and algae that have washed
ashore with increasing
regularity the past few years.
A change in the river mouth
has altered the current and

problem was localized and
confined to the Goderich
beach areas.
The committee reported
that although the Goderich
beach areas were un-
derdeveloped they were
adequate for recreational
use. They added that thea e'iis

especially to the south Of the
town limits.
Considering existing
facilities the committee
recommended that several
recreational needs coutd e
satisfied without additional
cost. They believed that the
old dump site on the west side
of the Maitland River would
accommodate a ski and
toboggan hill and that picnic
areas could be established
along that portion as well.
Other recreational needs
included daycamping areas
by the river, cross county
skiing on the river flats,
canoeing, fishing and cam-
ping off Indian Island and an
improvement to Goderich
and St. Christopher's Beach.

be protected from man-made
damage including garbage
dumping along the river
banks, bike and motorcycle
trails be eliminated from the
banks - and increased
protection from natural
damage.
The committee, also in-
vestigating the commercial
potential of the waterfront,
said that anticipated corn-
mercial development would
probably be in the area of the
south pier to a line formed by
extending the CPR tracks to
the beach. This type of
commercial development
would require access by road
and rail 'but the facilities
would not lend themselves to
or enhance the recreational
aspects of the area.
One ofthe main concerns of
the committee is centred on
the marina facilities in
Goderich and the best way to
approach expansion. A
separate report on the
marina facility will be
prepared but members
agreed that marina ex-
pansion would have to be
undertaken in an area south
of the south pier. There is no
room for expansion in Snug
Harbor.
The committee will begin to
refine their preliminary
reports on the industrial,
commercial and recreational
needs of the town of Goderich.
They will submit a report to
the Maitland Valley Con-
servation Authority as part of
the lakeshore study by the
beginning of next year.
The committee will then
examine the waterfront
potential for Goderich in an in
depth study for town council.
Wheeler explained that once
the group has completed its
study on waterfront
development they may hold a
public meeting.
