We, in the Liberal Party,
attempted to expand the
committee's terms of
reference to allow it to study
problems in resource in-
dustries in general. Stuart
Smith said that if this could
not be done, the committee
could ,continue sittingnext
year, to come up with
`recommendations to the
government on, resources
development policy.
'The terms of reference of
the committee allow it to call

from Inco -to explain factors
leading to the decision to.
eliminate 2,800 jobs early
next . year in Sudbury and
Port Colborne. It will also
"examine the future plans of
the company in relationship

Bob Nikon (Liberal, Brant -
Oxford -Norfolk) has main
tained that the :A.G. "should
`'satisfythe community, and
in the same vein, the mem-
bers,of the House, as to why
he took a decision, under
certain circumstances."
' Albert Roy, Liberal"DMPP
for Ottawa East, haspointed
out that generally, the police
and ,legal officers are very
sensitive about laying
charges under the relevant
section of the Criminal Code,
and that -an opinion is usually
sought from the A.G.'s office.',
"Generally speaking, the
opinion is exceedingly im-
portant because the police
will follow it", he said.
As an economy move, the
Ontario Ministry of Health -is
laying off staff. Sixty-four.
"unclassified" workers at
five psychiatric hospitals,
have been given notice, four
Queen's Park staff have been
laid off, the Windsor office of
the Ontario Health Insurance
Plan has been demoted to a
sub -office. Total savings are
estimated at $2 million.
Thirty-one of the 64 laid -off
hospital workers are full-time
and 33 part-time. They in-
clude nurses, food -service
helpers, a cook, cleaners,
jnanual workers, a swit-
4chboard operator, a laundry
worker and an occupational
therapist. ,
The Windsor regional office
of OHIP, which has a staff of
51, will be converted to a sub -
office with a staff of five after
December 31. Twenty-seven
en;iployees have been offered
jobs in London next year, and

timber rights in a huge tract,,.
of land and allowed a mill in
the Red Lake area if the
environmental, social,
cultural and economic impact
on the North was not found to
be too high a price to pay .
The Royal Commission was
established as a result of
strong opposition from
ourselves and the NDP to this
controversial memorandum
of agreement.
Following Reed's recent
statement, Liberal Leader
Stuart Smith suggested
possible alternatives were for
another company to. build a
mill, with timber rights going
in smaller parcels to several
companies who would all use
the --mill, or permitting
smaller operators to use,
existing mills and -or build
small-scale new mills. The
Minister believes it is
unlikely that any new pulp
mill could survive in today's
economic conditions unless it
had access to all the timber
from the area under study.
