-Friday in. Goderich his' committee believes the
executive committee should review the policy of
county -personnel attending conferences 'outside
the province' ,of Ontario, for the• purpose of
clarification and the establishment of firm
guidelines.
The .planning department has authorized
Roman Dzus of the county planning department-
to attend the Canadian Conference on Public
Participation which is to be held in connection
with the University of Alberta in Banff.
In making, the recommendation to council,
Clifford said some questions have been asked
concerning the, county policy regarding out-of-
province conventions and conferences, and felt it'
was time the policy was reviewed and' aired in
public. The recommendation was approved by
county council.
According to deputy -clerk treasurer Bill
Alcock, the executive committee meets mid-
September and. possibly could have a look at the
policy before the next regulars council meeting.
Also for the September session is the position
paper of the Associationof Counties and Regions
of Ontario (ACRO) of the report of the com-
mission on the reform Of property property taxation. Each
county council will" have a copy of this position
paper for study from now until the September
meeting when it will be discussed'.

special occasion permit used
--by-the Clinton Raceway, and
the local Kinsmen club is
upset over the matter.
The Kinsmen Club, who
have. .operated the Licenced
dining room on the floor of the
arena during Sunday racing,
for the last three years,
learned of the loss at a special
hearing in 'Toronto on Mon-
day.
The suspension will mean a
"dry" raetrack for the
remaining four Sundays of
the Clinton meet, but local
members are planning to
appeal the decision and have
hired a Goderich lawyer.
It will also mean the loss of
income for the five waitresses
and two bartenders, while the,
Kinsmen club will lose about
$200, profit for every Sunday
the lounge is closed.
Liquor Licence Board
solicitor Steven Grannum
said in a telephone interview
that the board decided to stop
issuing ehe special occasion
permit, -a, rare occurence,
'after it found the club had
violated regulations of -the
Liquor Licence Act.
But Don Jefferson,
president of the Clinton
Kinsmen, said the board
never even listened to the
club's side of the argument,
and wouldn't accept any
evidence that 'the four club
members had taken with
them to Toronto on Monday:
"It was all cut and dried
before we 'even got there,"
said Jefferson, "they
wouldn't listen to anything we
had to say.

inspector Charles Newman of
Listowel found the club was
serving liquor to people at the
track without food on %Sun-
days and had not served food
of equal value to the liquor
sold, contrary to the Act.
"The way the regulations
read,, you're supposed to get
your meal before you're
served liquor and you are not
supposed to get liquor after,
you have finished the meal,"
Grannum said. "There was
some evidence that people
were just having drinks
without eating anything at
all."
But Jefferson said the club
rents the arena from the
Clinton recreation com-
mittee, who get all the

come up with some way of
showing they could serve
liquor within the
regulations," Grannum said.
The Kinsmen club is still
recovering from a larger
blow to the raceway earlier
this year when the grand-
stand was ordered closed by
the Ontario Racing 'Com-
mission in March, less than
three months before the
opening of the racing season.
But the club and dozens of
volunteers in town started
construction of a new $250,000
grandstand, which was ready
on time, and areo-W waiting
receipt , of provincial
government grants to help
pay for it. The club's $93,000
share of the cost is expected
to take about 10 years to pay
off.
