Owens suggested that the•
department purchase more
equipment that. included six
self-contained breathing
units to be distributed equally
on the trucks and the pur-
chase of spare air cylinders to
allow a minimum of three
spare cylinders for each self
contained breathing unit. He
also suggested that a
program be started to replace
combination fire trucks after
they have completetI 15 years
service.
The report' dealt with the
training and retraining of
members of the volunteer
brigade and suggested that a
recruit and in-service
training program be im-
plemented to provide training
and retraining of members of
the department.
It was also suggested that
the chief and deputy chief
immediately apply to attend
the , Fire Protection
Technology course at the
Ontario Fire College at dif-
ferent times over a three year
consecutive period.
In reviewing the depart-
ment's communication
system Owens suggested that
the department purchase a
recording device to record
incoming and outgoing calls
to the station for fire alarms
and other emergencies and
that a standby emergency..
electric power supply be
provided for fire alarm
equipment and radio.
Owen also thought the
department should employ a
short wave radio system and
that a different system other
than the fire siren be used to
alert fireman. He said the
system could become inef-
fective due to the growth of
the town and the location of
the firefighters' homes giving
consideration to wind
direction and other elements.
Goderich Fire Chief Ralph
Kingswell explained that the
department has already
implemented some of the
recommendations. The
department is now outfitted
with a radio system and there
are a number of small alert
units, similar to those used by
hospital personnel, on order.
The present siren system of
alert may be replaced
depending on the success of
these units.
Chief Kingswellsaid that
such a survey was also
fequested and completed on
the Goderich fire fighting
facilities and equipment in
1970 and should be done
periodically. He said it
benefits both the department
and council and gives them
an idea ofe they stand in
the field of fire fighting.
Profit also lauded the
benefits of such a survey on a
regular basis and hopes that
several of the recom-
mendations in the report will
be implemented as the fire
budget permits.
The survey included a
review of the organization,
methods, practices, man-
power, apparatus, equip-
ment, communications and
fire stations of the town's fire
department as well as fife
prevention bylaws, water
supply for fire fighting and
traffic conditions that may
affect fire department
operations.
Police report
The Goderich Police
department was called to
investigate six accidents
during the past week, three of
Which - resulted inmajor
damage estimates.
A two -car collision on
Elgin Avenue August 20
resulted ina total damage
estimate of $500 to vehicles
driven by Paul Hamilton, 148
A The Square, Goderich and
Donelda Fisher, 101 Elgin
Ave. Goderich.
Hamilton was backing his
vehicle out of a driveway on
the south side of Elgin
Avenue and Fisher was
backing her vehicle out of a
driveway on the north side of
the street when they collided.
Damage to the Hamilton

South- Street August 21
resulted in $600 damage to a

Damage totalled $450 in a
two vehicle collision on South
Street August 22, involving
vehicles driven by Mark
Culbert,, Lake Road W.,
Goderich and John Wink, 99
Rhondand., Guelph.
Damage to the Culbert
vehicle was estimated at $250
and $200 to the Wink vehicle.
There were no injuries.

At its regular meeting.
recently, Goderich Township
Council passed a by-law to
appoint a building inspector.
A by-law 'gyp ,authorize -the _
Township to enter -into,"a
water agreement with J.
Howard was also passed.
Henry Andresen was
present at the council
meeting to protest the actions
of W. Zuppinger in erecting a
buildingon Plan 18. It was
moved _ that the road
superintendent, the reeve and
the building inspector attend
and investigate the situation.
A municipal drain petition
was received from Don Welsh
and others and a motion was
passed that the petition be
received, referred to the
Mountain Valley Con-
servation Authority and then
to C. P. Corbett for
examination and report.
Council accepted M. M.
Dillon's tender for a
Municipal Services Needs
Study for a section of
Goderich Township and an
adjoining section of the Town
of Goderich.
Tile drain loans were ap-
proved for Ed Broadfoot,
Barry Taylor, Fraser Stirling
and John Sturdy. Building
permits were approved for J.
C. Hindmarsh and Don
McDougall. Benno Dubler's
building permit will be
referred to the Building
Inspector for investigation.
Since Ron Samways failed
to obtain his trailer . camp
licence, council moved that
he be ordered to procure his
trailer camp licence for 1977
by 5 p.m. on August 19 and
that the by-law enforcement
officer so notify him.
A developer's agreement
between . L. Daugharty and
the Township as presented by
C. Kiar was accepted. by
council.
Council passed a motion to
accept the Fill Line Mapping
as prepared by the Ausable
Bayfield Conservation
Authority and further that the,
Municipality requests the

registration of the
regulations.
