The Goveltnment hoped to
receive rapid legislative
approval of an amendment to
the Environmental
Assessment Act to allow far-
reaching public inquiries into
the social, cultural, economic
and epyironmental impact of
major development. This is
necessary, to facilitate' Mr.
Justice Patrick Hartt's
planed study of development
in Northern Ontario,
specifically the proposed
19,000 square mile expansion
of timber rights by .Reed
-Paper Ltd.
Liberal Leader Stuart
Smith has indicated that he
will add to the bill a rider that
the legislation does not take
effect until the mercury -
polluted English Wabigoon
River system is closed to
sport fishing. Although the
polluted river system is not
within the area to be covered
by the Hartt inquiry, it was
the Reed Paper Company's
Dryden plant which polluted
the waterway. Dr. Smith
believes" that banning sport
fishing is necessary to show
good faith toward Indians on
the Grassy Narrows and
Whitedog reserves in the
area, because the success of
Judge Hartt's inquiry
depends on confidence among
the Indians.
There has, of course, been
considerable discussion of the
jailing of NDP Member Ed
Ziemba, who refused to tell a
judge his source of , in-
formation leading to charges
against - Abko Medical
Laboratories for allegedly
defrauding the Ontario`
Health Insurance Plan.

are part of their memories of
the harbour scene.
Tragedies like the
November 9th storm, the
hotel and Court House fires
return to mind for various,
reasons. Possibly Sunday
service in the old Knox
Church formed part of their
childhoA , These all-time
Godericjhites reminisce over
the activities associated with
the air force at Sky Harbour,
Port Albert and Clinton. Each
had his own personal flash-
backs.
Many ' 1977 Goderich
residents, were born in neigh-
bouring ' communities -
Clinton, Lucknow, Ashfield,
Colborne, Goderich Township
and others" They remember
their Sunday excursions to
the beach, family picnics in
Harbour Park, participation
in 'County Music Festivals,
parades, cbncerts and sports
events in the County Town.
Many of these early ex-
periences may have been
their ultimate reason for their
later move to the "prettiest
town in Canada."
The Goderich section of the
telephone book lists many
families who have moved
here from distant parts
from other provinces, other
countries and- other con-
tinents. They have come for
different reasons. Some have
come to escape conditions
very different from those we
take for granted in Canada.
It may have been' to seek
religious freedom, to find
professional opportunities
unavailable elsewhere, for
expanded business
development, or to follow
political practices acceptable
to them.
Whatever their reasons -for
coming, they have much to
contribute to this community
and to Canad --their skills as
tradesmen; !their talents in
art, music, dramaand dance;
their professional knowledge;
their customs in food, dress,
celebrations and devotions.
All of these have_ added a new
facet, a new dimension to our
Canadian scene,
With. us today are those°of
you who are not residents of
Goderich. We welcome all of
you to our celebrations" What
is a birthday, party without
guests? . Whether you have
come from just outside of
town to be with us, or you
have travelled hundreds of
miles to lfie "back home" we

Florida. The deal sounds very
attractive but I'm rather
hesitant to jump into anything
done on the telephone. I told/
the caller this and he agreed to
mail me some literature:
