The new "Citizenship Act" came into effect on Feb. 15, 1977. Under the new act, applicants are treated alike, regardless of sex or country, or origin, and citizenship now becomes a right upon satisfaction of certain con- ditions and cannot be ar- bitrarily withheld. Major elements of the new legislation are as follows: + the five year residence requirement in order to be eligible to apply for Canadian citizenship has now been reduced to three years. • the age of majority in the Act has been reduced from 21 to 18. + applicants of all ethnic origins will be treated equally. The 1947 Act allowed a British subject to follow a different procedure than an alien in order to become a Canadian. Under the new legislation all applicants, whether British or alien, will be required to attend a hearing before a Citizenship Judge and to take the oath of Citizenship at -a Court ceremony. • - marital status does not reduce the residency_ requirement; the residency -- requirement for the alien wife of a Canadian husband will be the same as for the alien husband of the Canadian wife, that is, three years. • either the father or the mother may apply on behalf of a minor child for citizen- ship. The Government in- troduced a new "Immigration Bill" which incorporates many of the recommendations made by the Special Joint Committee of Parliament on Immigration. In their recommendations the Special Joint Committee concluded that most Canadians believe there should be a legislative means to predetermine the .1 rate and volume of im- migration into Canada. The Bill provides for three ad- missible categories called the family class, the refugees, and other applicants. , The '; family class corresponds to the current "sponsored" category but will be expanded to include parents and grandparents of ' any age sponsored by a Canadian -citizen. Under, previous legislation, parents and grandparents had to be over 60, or if under 60, in- capable of employment. The Bill incorporates a regime for protecting refugees in con- formity with Canada's obligations under the United Nations Convention, and establishes a refugee class. The third category, other applicants, is made up of immigrants who are selected -.non, .a-point-systen eintatitlfl —'' and job opportunities. The "Canadian Human Rights Act", debated by the House of Commons, would eliminate discrimination -,based on race, national or ethnic origins, religion, colour, age, sex, marital status, physical handicap in relationship to employment. The Bill is applicable to all Federal gov"rnment departments and agencies and any business or industry under Federal jurisdiction, The Bill also provides for the establishment of a Human tghts Commission and a ivacy Commission. Individuals, upon com- plaint, would be given the right to inspect, correct, and control information about themselves in those gover- nment departments listed in the schedule attached to the Bill. "Amendments to the Old Age Security Act", passed by the House on March 10, 1977, -. will mark the beginning of a 40 year transition, period during. which current. and former residents can apply fora pension under residency requirements in either the old or new legislation, whichever is the most advantageous. Under the new law, each year of residence ,in Canada after age" ii8 will be worth one- tort.Ieth of a full pension at 65.
