Judge Frank Fingland
Toronto in 1922, then attended
Osgoode Hall, and was called
to the Bar in 1925. He prac-
tised in Toronto for five years
and then, in 1930, ac-
companied by his wife,
Elizabeth (nee Chowen) and
children, Frank and
;Catherine, he moved- to
Clinton, where he purchased
the law practice of the late
William Brydone.
In Clinton, not only did he
become town solicitor and
enjoy a large private prac-
tice, but he participated
greatly in community affairs.
He organized and was
honorary president of -Huron
County T.B. Association, and
as charter president of
Clinton Lions Club, honorary
president of the Clinton
branch of the Royal Canadian
Legion, president of Clinton
hospital board, and chairman
of Clinton District Collegiate
Institute and the public
library board. For several
ears he was an elder of
Wesley -Willis United Church,
and was a master of Clinton
asonic Lodge in 1950.
In 1937 he was created

R.S. Hetherington
Judge. , Robert Scott
;Hetherington was Judge of
Huron County .from 1964 to
1.973.
He.: was born on September
14th, 1908, in Goderich, the
son of Isaac and Jane
(Maclntosh) Hetherington.
He spent his early years on
the home farm in Colborne
township and attended
Goderich Cdllegiate. He
graduated from Osgoode Hall
and was called to the Bar in
1931, purchasing at once the
Wingham law practice of the
late J.A. Morton. He was
appointed a Queen's Counsel
in 1938.
In 1941 the 99th Battery,
21st Field Regiment (militia)
was called into active ser-
vice, and after basic training
proceeded, under command
of Major Hetherington, to
England, where training
continued until "D" Day. The
battery was among the troops
landing at Caen. Major
Hetherington continued in
command until cessation of
hostilities, at which time he
was in Holland.
He returned to Wingham in
December, 1945, with rank of
lietenant-colonel, and sub-
sequently was awarded. the
M.B.E. (Member of the Order
of the British Empire) by
George VI for distinguished
war service. From the time of
•graduation from Osgoode
Hall he had pursued a
military career, . and was in
the militia until the outbreak
of war in 1939. His father:was
an officer in the 161st (Huron)
Battalion in the War of 1914-
1918.
In March„,,, 1946, Col.
Hetherington resumed law
Judge R. S:Hetherington
practice in Wingham and
became, associated with
Harley Crawford under the
firm -.name of Crawford &
Hetherington. This
association continued until
his appointrhent as County
Judge of Huron in September,
1964.
Besides .his military and
'legal activities, Judge
Hetherington actively
,
•
engaged in community af.
fairs. He was a member of
Wingham town'Ow cil,`reeve
in 1940,: and mayor from '1962
to 1964. lie was palt master of
Wingham Masonic Lodge,
past president of Wingham
Lions Club, and for many
ydars a member of Wingham
;District High School board
and the board of Wingharn
General Hospital. A staunch
Liberal, he was for several
Years president of the county
Liberal Associations.
He died suddenly on April
5th, 1973, survived by his
wife, Louise (Thompson):
two sons, Capt. Ian
Hetherington, of the
Canadian Forces Base,
Trenton, and Rae
Hetherington, Waterloo; two
daughters, N,Mrs. Bruce
(Jane) MacDonald,
Saskatoon, and Mrs. Peter
(Barbara) Kalbj?leisch,
Waterloo. The funeral took
place April 8th from North
Street United Church, " Rev.
Robert L. Raymont of-
ficiating, to Colborne
Cemetery. It was preceded,
April 7th by a Masonic Ser-
vice.

Judge Francis G. Carter
was appointed Judge of
Huron County . on May 17,
1973.
The younger son of Edward
Leo Carter and Helen Power,
he was born October 14, 1922,
at St. John's, Newfoundland.
He was educated at St.
Bonaventure's College in St.
John's, then at St. Francis
Xavier University, Nova
Scotia, where he obtained his
B.A. degree in May, 1943. In
1944, he joined the Maclean -
Hunter organization in
Toronto and worked on the
staff of the Financial Post.
On July 20th, 194444her
married Mary Marga, -
Devlin, • only daughter
Alexander Liles'` Devlin and
Mary Elizabeth ;Keilty.'; both
of whom had emigrated'from
Dundee, Scotland, to Canada,
In ` 1947, he enrolled at
Osgoode Hall, Toronto, and
was called to ..the Bar of
Ontario in' June, 1950; He
commenced the practice of
law in London, Ontario, first
with- the 'firm :or " Murphy &;
burdin (19504953), then with
Jeffery & Jeffery (1953-1956),
and then he established his
own practice,sharing office.
