He explained that this year the ministry felt that on $2.5 million need be taken on and of that nine percent or $225,000 is the figure used to calculate the subsidy. If the county limited its con- struction to the $225,000 it would be doing slightly more than two miles work per year. The engineer said in his report that while some 'county roads are below standards acceptable to him and council no work will be done unless money permits. He said the long range forecast will be followed - as closely as possible and any deviation from the plan will be with council's approval. Britnell said the county bridges are in good shape and noted' that the only bridge on a county road that is deficient is Ferre'sters Bridge near Hdliffesville. He said the long bridge" "oVer— 'Maitland River- would probably cost $500,000 to replace and until the traffic pattern on the bridge changes drastically he would not recommend its replacement. Hallett deputy reeve Joe Hunking asked the engineer why there is a six ton load limit on Ball's Bridge if no bridge in the county is deficient. Britnell pointed out that the bridge safety is calculated nder ministry criteria the ame as roads and is based on the traffic pattern on the oad. He said that practice ts neither safe nor right but pointed out that under ideal conditions and the proper driving habits a bridge can hold a far greater amount than if it is crossed fast or accelerated on. Britnell said that some county roads that are now gravel need paving according to some ratepayers but ex- plained that for the ministry to subsidize paving the road must have more than 400 cars a day travel on it. He said he and the road committee felt that figure was high adding that no county gravel road has that kind of traffic and so none are eligible forlubsidy. The engineer said that if the county continues to budget i the next five or ten years they have in the past the wo k on the long range foreca should be completed. He sai the severe winter of 1977 forted the county to "rob" money from road con- struction to pay the high cost of snow removal and if that doesn't happen again and the county increases the budget 10 percent annually to cover inflation about 10 miles of road could be resurfaced each year. He said that if the county does not take on the im- provement annually the roads will detetiorath to the point where resurfacing will not fix them and possibly the ministry will deny subsidy dollars saying they are ,not interested if the county is not. ownship concerned about access Goderich township council is working to protect its in- terests' in a subdividers agreement with Otto Beyer, developer of part of a lakefront lot in the township about five miles north of Bayfield. Beyer met with council at its laSt meeting to discuss his plan of subdivision for the acreage and to discuss the beach access in par- ticular. Later in the meeting council met with Cal Roberts to discuss his hog farming operation on the sa mei& In other business council instructed the clerk to apply to the provincial ministry of transportation and com- munication for' additional subsidy for township ex- penses in 1977 to clear snow. The MTC developed a program to increase sub- sidies allowed municipalities to handle the high costs for snow removal in the unusually severe winter. Evert Riddler was present at the meeting and discussed the township's request that he alter the tile drain outlet on his property to prevent ex- cessive runoff in one par- ticular tile run. Ridder agreed to try to negotiate an agreement with Mr. Van Wyk to get an outlet across the Van Wyk property to the Yeo -Van der Wal drain. Building permits were requested by Wayne Smith for demolition of a house and construction of another, C.M.J. Timms for a house, William Trick for a house, J. Peters for a house, Anthony Uyl for house additions, Mike Ritchie for demolition, Anthony Uyl for demolition, Western Auto Parts for a kiosk and Les Jervis for a mobile home.
