1977,
Councillor Dave Gower and
his Work~ and Engineering

the ro*und "ramifications"

of her Silver Jubilee,
The motion was brought

briefs
forward by Councillor Elsa
Haydon and seconded by
Councillor Stan Profit who
described himself as a
"Scotumun" and a "second
class citizen" in the eyes of
England.

Councillor Don Wheeler
brought forward a design for
shelters at the beach
designed specifically to
provide shade.
Wheeler said he now would
get quotes on the materials
for the shelters, and bring the
estimates back to council for
consideration.
The harbor chairman said
there had been oomp)uints,
particularly from older
poopb, about the lack of
shade at the beach.

There was considerable
discussion again last
week by town council
regarding a request from
James Rovey, London
developer, to have.part of the
Municipal Incentive Grant
turned back to him in lieu of
`
ttie impost charge he will pay
when he picks up the building
permit for the row housing he
plans to build at the corner of
Bayfield Road and Bennett
Street, on the former. Whaley ,
property.
Mayor Deb Shewfelt said
the development by Havey in
Goderich would have to meet
stringent government
standards in order to qualify
for the grant which amounts
w $1,000, per unit. The idea
behirict the incentive grantsi
to encourage the develop-
ment of low cost housing for
citizens. The grant is paid to
the town, and the town can
return it to the developer if
that is the agreernent.
Councillor Dave Gower
said Huv:y's request was
"reasonable" and Councillor
Bob Allen said he felt it would
be improper to "create an
obstacle" for Havey by
refusing to grant his requeSt
to turn back a portion of the
Municipal Incentive Grobt
ybnu\d his project qualify for
it.
"The Municipal Incentive
Grant was planned by
governrnent to hold the cost of
huuoioAdown.^ said Allen.
Deputy -reeve Eileen
Palmer questioned the need
for impost charges if the
developers were reimbursed.
Mayor Shewfelt stated that is
is very difficult to meet
government standards 'aod
qualify for the grant.
'If the municipality doesn't
get it back, he won't ~ t it."
the rnayor pointed out.
fff
Mmydr Shewfelt said dienec
director would have had
"more nmi\eago" had he
visited the service clubs,
Dymond argued not all the
people in the community are
represented at the service
clubs, and it was these people
at whom the meetings were
aimed.

Dick Eisler said the town
must find a way to curb cats
from running at large. He
also said barking dogs are a
constant source of
aggravation for citizens in
"1 do issue warnings, but to
lay chaand go to court is
costly,'' said Eisler. He also
indicated that the courts
usually finding that barlsing
"is the nature of the beast':.

.nurproo(' recently when the
Huron County Mutual Aid
Association forwarded a
cheque for $517.85 to the
Goderich Fire Departrnent to
cover the costs of the regional
fire training school held here
in April
"That is usually not the
case, but they had some
. •
money and they thought the
county 0000uueu.^ so they
sent the money," said Fipo
Chief Ralph Kingswell.

charges had little to do with

VYho^Cuts the grass for the
slow pitch games at the
public schools in town? That
was the question posed by
Councillor Dave Gower
last week for Mike
Dymond, recreation director.
Dymond said the gras
cutting at the schools wbs
"just overlooked" and added
it hadn't been a concern to
date. Gower described the
grass as "knee-high" at a
recent slow pitch game.
Council agreed the rec
board should approach the
'oohoo\ board to make ,some
arrangements for cutting the
grass.
fff'
Mayor Deb._ Shewfelt ex-
pressed some dismay at the
poor turnout of the com-
munity neighborhood
meetings arranged by the rec
board during recent weeks.
Only one Woman attended
and that was at' the last of
four meetings.
"Feedback from the
community is vital and
neoded, even if it is
negadve.^ said Dymond.
"We would rather be
criticised than overlooked."
