Board changes
The Huron County Board of
Education Thursday adopted
seven procedural changes in
meeting formats that will be
put into practice at the
board's fall Meeting. The
changes will have the
greatest impact at the
committee level and are
designed to permit trustees
not sitting on a committee to
be present at the committee
meeting if they wish.
The board functions now
with two committees han-
dling most business. The
education committee handles
most material pertaining to
classroom functions and
problems while the
management committee
deals with administration and
financial matters. The board
is split exactly in half when
the committees are struck
and the both committees
meet on the same night at the
same time.
The changes were prom-
pted by the board's
representation at a seminar
in the spring that dealt with
administering educational
matters at the board level. As
a result of the meeting eight
recommendations were
brought to the board and all
but one accepted. The one
that didn't get approval was
one that would change the
seating arrangement of
trustees. Now the education -
and management committees
meet on different nights
allowing members to attend
both, that chairmen of all
L,ommittees give oral
progress reports of their
committees' activities. that
,the - practice of having a
motion to be moved and
seconded before any debate
take place be strictly adhered
to. that more alternatives be
offered the trustees in back-
up material rather than
positive recommendations,
that a more definitive policy
regarding attendance of
hoard members at. expenses

St. Helen's warning to speeders
The residents of $t. Helen
are sick and tired of motorists
speeding through their tiny
hamlet and took their com-
plaint to West Wawanosh
township council to see what
could be done about it. A
resident of St. Helen sent a
request to council regarding
cars and trucks speeding
through the tiny municipality
on Concession 10-11.
Councit weighed the
possibility ' of getting
motorists to stop in the centre
of the hamlet but felt that
would be impossible.
Suggestions were made for
four way, three way and two
way stops and for speed limit
signs howing a reduction of
speed for St. Helen.
A motion, was made to
simply warff drivers they are
approaching St. Helen and
the township road superin-
tendent was authorized to
order two signs for the ap-
proaches to the hamlet. The•
signs read simply "St. Helen -
Drive Slowly”.

Insulspray starts as
a liquid foam. It fills
the empty space be-
tween inside and
outside walls.
Then it hardens to

Another delegation met
with council, this, one to
discuss any mandatory
upkeep on fences designed to
enclose livestock. Harold
Menary, Bob Gibbon and Roy
Robson told council that
cattle and pigs running at
large in the township'were
causing considerable damage
to lands and crops. Council
said it was waiting for a draft
of a bylaw that will likely be
passed dealing with the
condition of road fences in-
tended to enclose livestock.
A letter from L. Authier,
the district municipal
engineer, was read informing
council that it was unwise to
engage an engineer to do a
ministry of transportation
and communication report on
one bridge. West WawXpbsh
has only one bridge needing
the MTC study and council
moved that since it •was
uneconomical to hire a
consultant for a report on one
bridge the MTC do the study
itself.
Council authorized the road
superintendent to advertise in
the Daily Commercial News
for tenders for a new grader
with delivery date December
1, 1977 and requesting quotes
on the machine both with and
without trade in.
Three tenders were opened
