Away from the glare of
election issues, Ontario's 125
returning officers are busy
with the machinery to ensure
that every eligible voter has a
chance to cast a ballot for the
candidate of his choice.
They are working an -
average 10 to 12 hours a day,
six and sometimes seven
days a week, getting ready
for the 31st Ontario general
election on June 9,
In the space of five weeks, a
returning officer must locate,
,rent and set up an office,
appoint an assistant, hire and
train some 1,000 workers for
enumeration and as poll
officials, and set up ah
election system to serve
anywhere from 50,000 to
60,000 voters:
The Province of Ontario is
divided into 125 electoral
districts, or.ridings, and the
returning officer in each is
responsible for the conduct of
the election, including the
revision of the voter's list.
About one-third of all
Ontario returning officers,are
women and in the Metro
Toronto electoral districts
more than half are women,
according to Roderick Lewis,
Chief Election Officer for
Ontario. In addition, in most
districts, the majority of
other election workers --
enumerators, election clerks,
poll clerks and assistant
revising officers -- are
women.
Each returning officer is
appointed by the cabinet and
is responsible to the Chief
Election Officer. An R.O.
appoints at Least one election
clerk to help in carrying out
election duties.
"Most returning officers
spend from 100 to 200 hours on
preliminary duties prior to an
election call, and the issuing
of the election writ setting the
date," says Warren Bailie,
Assistant Chief Election
Officer for Ontario and
himself a returning officer
eight times prior to his
present appointment.
"In this day and age the
returning officer's job doesn't
begin just before an election
and end on election night," he
says. "It's an on-going
responsibility."
Between elections,
returning officers attend
training sessions and
refresher courses at the
Ontario Election Office in
Toronto. They also study and
revise their polling division
boundaries, keep up to date
on population changes,
arrange polling places, and.
prepare maps of their
districts. In the more hectic
five weeks after an election is
called, they must recruit, hire
and train workers, print
voters' lists, accept
nomination papers for can-
didates, handle advance polls1
and perform many other
duties.
"Besides putting in 60 to 70
hours a week leading up to the
election," Mr. Bailie points
out, "most returning officers
work another four weeks,
averaging six to eight hours a
day. `following election day."
Returning officers at one°
time appointed— for each
election, now receive
"continuing appointments"
in order to achieve continuity
and stability in this key
election job,
"Each R.O. must be ready
at all times for an election
"call," Mr. 18ailie says. "That
means, it's risky to plan
vacations, or any other per-
sonal activity„especially in a
year when an election may be
called at any moment.”
Although Mr. Bailie lists 15
R.O. duties preliminary to an
election call and over 45
specific tasks - after the
election writ is issued, he
says there is one critical
principle that an R.O. must
understand and accept. Even
though appointments are
made by the cabinet of the
day, through an order -in -
council, each R.O. must be
impartial in carrying mit
duties.
"He or she is a public
.r servant, in effect, and there
must be no political par-
tisanship whatever."
Preparation for the vote is
the key to a smooth running
system.
"Election day ' itself
shouldn't be a hectic one for
the returning officer, if, the
