"It should be mercial use." 's Black agreed with Queen St. Gibson that perhaps the property use was not the best but expanded that statement to encompass a lot of other property in town. He suggested that the reason the planning board existed was to investigate poor land use and if possible correct it to ensure that Goderich remains "the prettiest town in Canada". Black said the town had recently been inundatevd with malls and stores in those malls coupled with new stores similar to the one under consideration would serve to weaken the Godetich business community. Ile said that anyone in the business community who failed to see that is blind. He pointed out that Gibson had made mention of the need to have his firm's property zoned commercial but he did not mention the need for another variety type store. He said Gibson had failed to mention stores on both sides ofethe Gravco property when he described the businesses operating on the same street and that he had failed to state why' Goderich needs another variety store. "I think I'll lay my argument on that," said Black. He went on to say that Pinto Stores are corporate giants much the same as the two supermarkets in Goderich. He said their buying power and cash flow make it im- possible for the small in- dependent to survive against them pointing out instances where independent's wholesale prices for goods are the same as the chain store's retail prices. He said a failure to offer some type of protection would bring an influx of chain stores to town that .would force independents out of business. Gibson told the meeting that the main point of the public participation was being missed and that the question to be answered now is not what type of commerce is established on the property but whether or not it is better suited for commercial use. He said Gravco has no con- tract with "Pinto stores or any other store and may never have and that the purpose of everyone being here tonight was to decide on the future of the property. Black conceded -that Gibson was "eloquent" but pointed out that the size and location of the property lends itself to a convenience store type of operation which he was sure "in his heart" would be the use the property is putt to. He asked however that the board defer its decision until it is sure what use the property would be put to and suggested to Gibson that if hist'• firm planned another plaza the application would go "down the drain in a hell of a hurry". Gibson said that the board can't defer a decision but rather is forced to decide one way or another on the matter. Homuth, principal of Central Huron Secondary School in Clinton, levelled some criticism at the board of education Monday for releasing inaccurate material to the press and public and for not checking with administrative staffs of schools to see if information used about the schools is accurate. Referring' to' a,,,t:ecent ac- count of missing books in secondary school libraries in the county, Homuth claimed a gross inaccuracy appeared regarding CHSS's losses. He said the figure quoted 'in the newspapers after the board meeting at which the issue was discussed represented the total dollar value of books replaced because of loss, theft and damage for the years prior to 1975 and not for the year 1975-76 as reported. The principal said he had a report from the school librarian stating that there were 490 books not accounted for during the 1975-76 school year and that -the foliar value for the books would be less than $4,000, not '$6,240 as indicated in the newspaper report. Homuth said if the board meets his two requests he would expect the press to present to the public a "brighter picture of our staff and student body" claiming the school does not have as many thieves as reported. He added that being at the top of such a list does little for school morale. Board Vice Chairman, Marion Zinn, author of the report dealing with library losses, told the board how she had come by the figure in the report, adding that she had store is built on the property will be made when a zoning change is requested by Gravco.
