(photo by Sharon Dietz) Social services spending down due to legislation Huron County Council got some good news from Social Services administrator J.A. McKinnon last Thursday. Mr. McKinnon reported that his department had estimated expenditures for 1976 at $378,200 but only spent $341,804 when the final ac- counts were balanced. At the beginning of 1976 it was announced that the Ministry of Community and Social Services would be allowing Social Services expenditures to increase by only 5.5 percent over •the previous year's expenditures, he told council. - "Many Social Services administrations foresaw problems in limiting their budgets to this increase and felt that with the demand on their services they would not be able to operate within these constraints," McKinnon observed. He pointed out that along with this budget restriction the Ministry issued changes in the legislation indicating that unemployed persons to receive assistance had to be willing to undertake any full time, part time or casual employment whereas previously he had only been willing to accept full ' time work for which he was trained or capable of. "This condition was also extended to include em- ployable spouses and older dependent children. Previously an employable spouse was not obliged to seek employment only the head of the family," the director explained. Assistance to employable persons under the age of 18 living away from home was made discretionary rather than mandatory, McKinnon told the meeting. "Previously a person under 18 years of age could apply for and receive assistance while living away from the parental home. This change made assistance discretionary and persons in this category would only receive assistance if their parents indicated that they were unwilling to support their child and that the family • relationship had broken down," he said. McKinnon said that as 1976 progressed most agencies noticed a drop in their caseloads and expenditures. Part of the reason for this was due to heavy publicity given the recent amendments which may have deterred people from applying for assistance, he suggested. "Other reasons were more summer jobs, and greater reliance on Unemployment Insurance benefits," McKinnon reasoned. He also added that in September of 1976, the drug program was taken over by the. Ministry of Health which also helped to reduce social servite costs. Colborma Twp ex Iciirt At the rOgular March 1; superintendent discussed the 1977, meeting of Colborne Township Council accounts totalling $18,185.36 were approved for payment. Mr. Craig Wickett of Allied Chemicals of Canada Ltcl,, described the process and production of calcium chloride both liquid and flake. He stated that the 1977 price would be eight per cent higher than in 1976. Method of application, condition of the road as to moisture and time of application for best results including the preatering of the road were discussed and a comparison of. using oil was considered. Mr. Ben Straughan reviewed with Council the 1976 financial report and a future meeting was planned to review the 1977 budget. Mr. Ewer, solicitor for Mr. and Mrs. Fred Sandy, ap roached Council re: Mr. Sandy wishing to sever three building lots for residential use in addition to the one lot now being considered for severance. Mr. Egener stated that the remaining 10 loti would be sold over a period of five to six years. The main purpose of the request was to get Council's approval for individual lot severance rather than an approved subdivision and the Township to take the roadway as a Township road. The councillors indicated that they approved of the severances if the roadway met the qualifications of the Ministry of Transportation and Communications and was approved by the same. Also discussed was 10 years' road maintenance by Mr. Sandy. GRAVEL TENDER In regard to the deposit required on the 1977 gravel tenders 10 per cent was decided, Considerable ' discussion took place re: payment for snowblowing on a Township road by farm tractors in regard to in- surance for these tractogs being used for public road work. Council informed the road superintendent to pay John _Maaskant for assisting John Hazlitt, grader operator, when stuck in the snow at deVries. Also discussed was the best time to open the remaining snowblocked roads. A resolution • requesting under the Public Tran- sportation & Highway 'Improvement Act Sup- plementary Allocation of Subsidy Moneys of $15,000.00 for construction and im- proving roads in Colborne Township was approved. A letter from Frank Cowan Company Ltd., Princeton, Ontario, regarding the use of farmer owned- snowblowing equipment used on Township roads and extending the coverage of the Municipal Liability Insurance policy at a coverage cost of $4.00 per $100.00 cost of hire was considered and approved for endorsement. A requested 1977 levy from the Maitland Valley Con- servation Authority of $3,789.99 was discussed and payment was ordered held pending approval of the Township 1977 Budget. A letter from the Huron County Office Re: Municipalities interested in employee's group benefits was approved by Council for further in- formation. Council was informed that the bank's lending rate to the municipality was 83/4 per cent, a decrease of 1/2, per cent. A resolution from the city of Nanticoke requesting that the Province of Ontario rices draw up a lottery to aid municipalities in the financial burden caused by the unusual weather conditions was or- dered filed. Reeve McNeil stated that he would attend a meeting in Stratford at which the Honourable James Snow and his Deputy, Dr. *Harold Gilbert would be present. Dungannon - Agricultural Society's request for a 1977 donation resulted in a grant of $50 being approved by Council. FLOOD CONTROL Councillor Bogie reported that he had attended the FloOd Warning meeting in the Ministry of Natural Resources Office in Wingham, February 25, 1977, and he indicated that if Colborne Township was in- terested in flood warning and control a motion should be passed by Council and sent to the Ministry above. The above motion was approved by Council and the Reeve was to be co-ordinator. Arrangements were made to hold a special Council meeting Monday, March 7 at 7:30 p.m. to review and discuss a number of ob- jections to the Township Secondary Plan with Gary Davidson, Huron County Planner, in attendance, The ratepayers' meeting was to be held March 10.
