MEETING OF
MARCH 7, 1977
Gary Davidson, Huron
County Planner, agreed with
Council that no decisions
would be made' by Council
until after the ratepayers'
meeting of March 10 and all
presentations made March 7
would be announced at the
March 10 meeting.
Ms. Jean Monteith,
Municipal Planning Con-
sultant of London
representing Springbank
Development Ltd. re: Lot 5
BFC stated that as the
property consisted of 88 acres
with 22.5 acres beach front
and rayine it could not be a
profitable cash crop unit. Due
to its location an extensive
.., livestock or poultry operation
would be restricted.
In favour of this as a
residential' seasonal
development of ap-
proximately 400 units or the
gross overall density of 4.5
units per acre she stated the
following: (a) all the
development would be done
under full munibipal services
and paid for by the
developer; (b) approvals
would be obtained from the
Township or their appointed
consultants; the Huron
County Health Unit, the
Ministry of Natural
Resources, the Ministry of
the Environment and any
other Ministry having
jurisdiction over making
arrangements for services
such as water, sewage, roads,
drainage.
Comments were also made
by Mr. R. G. Siskand,
solicitor for the above. Mr.
John Ross, Goderich,
representing himself and the
owners of Lot 8 Con. I WD
known as the Black Hole
property, indicated his co-
operation with Council as to
certain portions of the 186
acre property as flood plain
and Natural Environment but
he wished to control as owner
the recreation area and
gravel extraction rights. '
Mr. Art Bourdeau and Mr.
E. Giesbrecht claimed he had
the understanding that his 10
acre" property on LRE on
which is situated the Skyway
Market would be zoned
commercial. Mr. Giesbrecht
indicated that a restaurant
was being proposed between
Mr. Bourdeau and himself.
Mr. Davidson informed those
present at. the Council table
that the 10 acres could be
zoned commercial to the
present use of nursery stock,
fruit and vegetables. If other
uses were added they would
have to be stated in the
Secondary Plan By -Law.
Harry Dykstra, owner of
the Little Point Market, in-
dicated that he would be
satisfied with his property
zoned commercial as at
present.
SUBDIVISION PROPOSAL
Mr. Ken Allin and his
consultant planner and
surveyer, Mr. Kiar of Kiar &
Ross Ltd., of Goderich
presented their proposal for a
subdivision on Mr. Allin's
property. Mr. Kiar"indicated
that the north portion of the
property needed draining and
at the south was a ravine with
the centre portion dry.
Council and Mr. Davidson
stated that the ravine would
have to be protected --from
erosion.
John Madden and agent
Mr. Harold Shore
representing 4.5 acres south
of the airport requested only
a building permit -so Mr.
Madden could sell his
property. Mr. Madden also
informed Council that Dr.
Campbell requested him to
inform Council that he wished
to have his property south of
the airport zoned rural
residential. Some discussion
took place re: noise from
airplanes taking off. Further
consideration of this property
would be given after
discussion with the airport
committee re: future plans
and development.
An inquiry from Mr.
Richard Buchanan regarding
zoning his property north of
the proposed Springbank
Development was discussed
and left for review as to a
definite line between
agriculture and natural
environment.
The request from Mr. Fred
Sandy to sell lots was
discussedas under a
registered subdivision or .;by
severances. Mr. Davidson
indicated that he preferred.a
registered subdivision and
compared the cost of each.
Councillor Jewell inquired
re: the Home Renewal
Program and the Clerk was
instructed to contact
Goderich Township
treasurer, Ben Whiteley, for
more information.
Sergeant Donatis of the
-Ontario Provincial Police
stationed south of Goderich
approached Council and
indicated that the O.P.P.
would be available in case of
flood emergencies or other
problems. In discussing the
parking of cars at the Saltford
Valley Hall Sergeant Donatis
indicated that the O.P.P.
would. be available to protect
the Municipal ay -Law
Enforcement Officer.
TENDER APPROVED
At the regular March. 15
meeting of Colborne Town-
ship Council four tenders for
1977 gravel were opened.
Council approved the tender
of Sandy Contracting Com-
pany Ltd., Goderich, for
11,000 cu. yd. gravel on
Township roads at $1.46 per
cu. yd. — $16,060.00; 4,000.cu.
yd. on Boundary roads at
$1.57 per cu. yd. — $7,960.00
making a total of $22,340.00.
Alex Chisholm, Township
Road Superintendent,
reported that Ben Homan had
requested to use the gravel in
the portion of the Township
roadway ,south-west of the
bomber, to build up the
roadway be built to
Ridgewood Park. Council
decided that the roadway
remain as is until Mr. Homan
transfers his portion of road
to the Township road system.
A resolution and petition for
additional subsidy money due
to the high cost of . snow
removal for the 1976-7 winter
season with . actual winter
road maintenance costs for
the years 1973-4-5-6-7 to
March 1 with an estimated
amount to April 30, 1977, plus
authorized inflation per-
centage Was approved by
Council. Mr. Henry Brindley
was appointed Warble Fly
Inspector for 1977 and Mr.
Jas. Leishman of prussels,
was appointed to do the
warble fly spraying.
Two Tile Drainage Loan
Applications were approved :
that of Robert Jewell, Lot 8
and 51/2 Lot 9 Con. 10 WD,
total cost, $12,560: — loan
$9,400. and Robert McNeil;
Lot 6 Con. 12 WD, total cost,
$8,050., loan $6,000, with Robt.
McNeil to be notified that full
amount may not be available
in 1977,

A building permit was
issued to Clifford McNeil for a
new house on property Lot 4
-Con. 12 WD. Approval was
given to the Huron District
•Council of Canadian
Foresters tohold a raffle type
lottery at the Saltford Valley
Hall in November and per-
mission was granted for their
organization to sell tickets on
this lottery in the Township.
BUDGET
A special Council meeting
was held March 22 to discuss
the proposed budget for 1977.
On the recommendation of
Council a by-law to adopt the
estimates and sums required
to provide the required mill
leviesto raise the taxation
funds 'sufficient thereto is to
be prepared for the April 5
Council meeting.
Mr. Roy Kaminska
inquired regarding his cut-
ting some trees on Sunset
Beach Road for firewood. The
road superintendent was
instructed to have Ontario
Hydro cut all the trees close
to the power lines.
Mr. Patrick Whalen
presented his proposal for a
Bogie's Beach seasonal
subdivision. After discussing
such items as drainage,
ravine stabilization, parking,
roads, size and number of
lots, Mr. Whalen was in-
formed that Maitland Valley
Conservation Authority had
jurisdiction over Colborne
Township and they would
have to be consulted.
A letter from Mr. John

of the new proposed airport
runway were examined.
Some councillors indicated
that residential filling could
be allowed in the area to
utilize the small parcels of
land that are not economical
for agriculture. . Con-
sideration was given to
several other proposed.

to the north of the church
subject to the approval of t1
County Road Department.
