grandstand is expected to
cost $250,000 in Clinton and
funding will be sought
through a Community Cen-
ter's grant, Wintario, the
Ontario Racing Commission
and a possible Agricultural
Society grant. The remainder
would be paid by the Kinsmen
with no tax money going
toward the repairs. It is also
hoped that a public canvass
for funds can be avoided.
If such a plan is followed,
the grandstand would be
ready for the first racing date
of June 26, if the structural
steel contractor can get
supplies by the end of this
week.
The Chairman of the
Hanover Raceway committee
said earlier this week that
reports the track's grand-
stands don't -meet building
code standards are untrue.
Philip Conlin said he spoke
with personnel at the Ontario
Racing Commission and was
assured "we will be receiving
our licences any day".

moving to principal of F.E.
Madill in Wingham when
Frank Madill became
superintendent of education.
Phillips came to the board
office two years ago as
assistant to Cochrane.
The director said he had no
way of predicting what the
move would do to the wages
of the two men. He said Smith
now earn S about $39,000 and
Phillips about $33,000. Smith
would be guaranteed his
present wage for another
year before being adjusted to
an elementary school prin-
cipal's wage, about $29,000.
Phillips now makes the
same as a secondary school
principal. He said Smith
would receive whatever a
superintendent received as a
result of this year's
negotiations and in Sep-
tember of 1978 would be paid
an elementary school prin-
cipal's wage.
"The real saving isn't going
to be in wages," said
Cochrane. "It's the $60,000
the board saves by not having
to appoint two new prin-
cipals."
Police Report
A two -car collision west of
the Zehrs entrance on High- ,
way 8 March 23 resulted in a
total damage estimate of
$3,500 to vehicles driven by
Dr. L.K. Colquhoun, 70
Shipley St. Clinton and Mike
Burley, 103 Bruce St.
Goderich.
Damage to the Colquhoun
vehicle was estimated at
$1,500 and $2,000 to the Burley
vehicle. There were no in-
juries.
A two -car collision on the
Square March 25 resulted in
a total damage estimate of
$400 to vehicles driven by

Damage to each vehicle
was estimated at $200. There

As a result, such an
amendment was passed at
the same time.
In general apportionment
the rates range from $27,644
for the village of Myth to
$395,002 for the Town of
Goderich. Clinton will pay
$122,892, Exeter $170,308,
Seaforth $73,845, and
Wingham$141,163.
Under the amendment
Blyth pays $31,829, Goderich
$378,815, Clinton $131,332,
Exeter $168,800, Seaforth
$81,803 and Wingharn
$138,965.
In the townships the
general apportionment
ranges from West Wawanosh
with $46,335 to Stephen with
$218,403. Under the amend-
ment those high and low rates
change to $51,445 in West
Wawanosh and $209,725 in
Stephen.
In other Executive Com-
mittee business, county
councillors supported a
recommendation from. the
conunittee that a grant of
$500 be paid to both the Huron
Country Playhouse- and the
,,Blyth Center for the Arts.
Committee Chairman
William Morley explained
that the representatives of
the Playnouse and Blyth
Centre for the Arts had ap-
peared before the committee
to seek the grant:
The 1977 budget for the
Playhouse is $175,000 with
$5,000 expected from
municipal bodies. The
