For the services per-

calls upon the Town Council
to provide •an approved
budget.
In the second section of the
recommended bylaw the
responsibilities of the Town
Council are set out in relation
to the committee.
The Town is to supply the
committee with funds to
carry out the responsibilities
detailed in the first part of the
' bylaw,
Council is to name council
appointees to the committee
for a two-year term to
coincide with the council
term but `citizen ap-
pointments are to be made on
a staggered basis to provide
continuity within the com-
mittee.
Council is also to set out
Town of Goderich lands
available to the Economic
Development Committee for
sale. The price charged a
prospective buyer is to be
included with that in-
formation.
The council is called upon
to advise, in writing, the
services available for each
warcel of industrial
within the ToofGland
Town of Goderich.
Where services are not
available now but are
planned for future the dates

MINOR DISPUTE
The final clause setting out
council's action raised some'
dispute at Wednesday's
meeting.
Originally it noted that
"Council will designate the
Economic Development
Committee their agent in all
economic development
matters, including the final
approval of a sale of the Town
of Goderich owned lands".
Committee member Elsa
Haydon told the meeting that
final approval of any
negotiated agreement rested
with Council, the elected
representatives and those
finally responsible for
matters of the town.
"People who want the final
word should run for council,"
she told Comrfiittee chairman
Gord McManus. "Only the
Town can sign and seal."
Mr. McManus felt that
authority should be given to
the committee and asked
"What justification is there
for the existance of this
committee then?"
He went on to suggest that
if council was not willing to
give the authority to the
committee then it should
have appointed the Industrial

Request larger budget
Although the Goderich Industrial
Commission only spent $2,268 of a budget
of $4,100 in 1976 they are expected to go
to Town Council this year with a budget
request in the neighborhood of $20,000.
The Commission has spent little or no
money in recent years on the provision
of services and this year they will have
to make up some work put'off.
Commission. chairman Gord McManus
and Secretary Harold Walls will be
holding meetings this week to strike a
proposed budget and a meeting of the
whole commission is to be called for
approval of that proposal soon af-
terwards.
Among improvements to be budgeted
for is a redesigning of the entrance to the
local Industrial Park and the spreading
of a tar and chip surface to the Industrial
Park roadways.

reports that 1976 was another
year of progress- and
profitability.
During 1976, insurance in
force reached a record of
$173,811,067. Total income for
the year was $6,370,734, an
increase of $384,665.
Assets , increased to
$34,652',566 and unallotted
surplus and investment
reserves as of December 31,
1976 amounted to $5,990,586.
The net rate of investment
earnings during 1976 was 8.14
per cent compared to 7.78 per
cent in 1975.
NOTICE
The Municipality will plant trees (Norway Maple, Crimson
King Maple and European Mountain Ash) on town
boulevards.
Trees will be planted depending on plans for sewers and
other considerations.
Anyone wishing to apply to have a tree planted, please notify
the municipal office, 57 West St., 524-8344 by April 1, 1977.

1 took up 'cross-country
skiing this year and purchased
a pair of skis. 1 only used them
a few times when one broke.
When I returned it to the store
I got no satisfaction from the
owner who says that there is
no guarantee against
breakage for any sporting
goods made of wood, including
baseball bats, hockey sticks as
well as skis.
This may be so but 1 contend
that they should last a lot
longer than just a few short
outings.
Is there any way you can
help me get either a refund or
a new pair of skis?

faulty workmanship or

a thing as a manufacuturers'
guarantee. Suggest you return
the broken ski to them along
