Councillor Elsa Haydo
asked for "an advance" t
begin buying necessar
supplies for the Park
Department this summer
and received some flack from
Councillor Stan Profit. Profit
charged that if the $10,000
was approved, council was
giving the Parks Department
"a licence to spend $10,000"
before the budget was set.
"It is pre-empting the
budget," agreed Councillor
Bob Allen.
Councillor Haydon said
other chairmen just go ahead
and spend money, but
because she had tried to keep
her associates informed
about the expenditures of her
committee, she was meeting
with resistance.
"I am disappointed,"
Haydon stated.
If we want to keep
Goderich the Prettiest Town
in Canada, especially, in this
year when it is our 150th
birthday, I see no harm in
approving the advance"
claimed Councillor John
Doherty.
• Deputy -reeve Eileen
.Palmer said council was
bickering unnecessarily. She
-said everyone was agreed the
town's parks were important
and well cared for by the
parks crew, and added that-
council
hatcouncil should approve the
advance. The majority of
council agreed, only Profit
and Allen opposed.

Conference. She argued that
opportunities to attend
conferences should' be
"passed around" and that
since Councillor Wheeler had
just attended the Ontario
Good Roads Association
convention, it was wise to ask
if . some other councillor
would like to attend this
spring meeting.
"This council was not
polled to s: • who would be
willing to : said Palmer.
"We . ould go where our
intere.ts take us ' said
Counci, or Haydon. "You
don't s nd one child to school
and expect the others in the
family to learn from what
rubs off. Everyone learns for
herself or himself."
Councillor Bob Allen
complained that the finance
committee had "taken it on
itself to name a delegate
the conference when it wasn`t
known whether there would
he funds to go, or if council
would approve it.
A subsequent motion was
changed to read that one or
more councillors will be
authorized to attend the
conference.
