To date, reports have been
received on 434 arenas, in-
cluding the 84 who voluntarily
submitted reports. Of these,
only 116 were certified as
complying with the Act, while
318 show structural
deficiencies. Corrective
action has been taken in all

or closure.
"The seriousness of the
. problem identified by the
engineers' reports, confirms
the need for this program",
the minister said. "The
response of the owners in-
dicates their concern forthe
safety of users of their
facilities."
Of the 318 which were
unsafe, 69 show only minor
structural defects, while 249
have major defects. In 34 of
the 249 cases, the owners
were advised to demolish the
arena.
Of'the remaining 215 cases,
I12 are open during or pen-
ding repair, under a strict
monitoring program
established by an engineer.
Monitored arenas must close
if snow or wind loads threaten
a collapse. Another 113 are
closed while the owners
decide whether to close
permanently, repair, or
demolish . and replace. To
date, 17 new arenas have
been certified for con-
struction and many more are
planned.
Throughout the winter,
ministry inspectors will
spotcheck arenas which have
to be closed or which are open
under monitoring.
The cost of assuring safe
arenas has been eased by
grants from the ministry of
culture and recreation to
'cover up to 75 percent of the
funding. Grants of up to
$75,000 or one-quarter of the
cost, are available to
municipalities under The
Community Recreation
Centres Act. Funds to cover
another 50 - percent are
available under the Wlntario
program. Thus, the com-
munity only has to raise one-
quarter of the cost --in either
cash or services.
To date, the ministry of
culture and recreation has
committed about $18 million
to about 150 projects.

A bridge table and chairs I ordered from a ctalogue store
finally arrived and they are completely different in every way
from what l expected.
The set is of a different colour and clashes with our carpet,
also the workmanship is very inferior.
I refused to accept this set, but the manager insists that I take
delivery. He produced the order form that I had signed, and I
must admit there is a clause which says "We reserve the right to
ship goods not corresponding with those described."
On the face of this I think that I've been legally gypped, as I'm
now stuck with stuff that I don't want, and I think this is very

I saw a painting in a store that I really liked, It was priced at
5125, and since I didn't have that much cash with me, I made out
a -cheque for the full amount. The man in the store told me that
he would have the frame made for it within a felei days and he
would let me know when to come irland pick it up.
Well, later on I had second thoughts about the painting, so I
stopped payment on my cheque and phoned the store. The inan

Does he have the right to do this?
The rule in law is that property in goods passes when parties
intend to pass.
It'is not necessary for possession to pass for a change of
ownership to occur. Where there is no clear intention, and where
the sale is of some specific article, then the property 'passes
when the contract is made, regardless of when payment- or
delivery takes place.
It foliows, then that you are the owner of the painting, and are
obliged to pay for it. •

We wanted an estimate for carpeting and the firm we phoned
sent a salesman to our house. He was a real whiz and before we
knew it, he had persuaded us to sign a contract and give him a
deposit for $50. After.we had recovered from our daze, I
discovered that we had bought a broken twist carpet instead of a
„hard twist.
Then I had a serious illness which required immediate,
surgery, and now we just can't afford this carpet since I am now
unable to work.
My husband has phoned this company on several occasions
but has been Unable to get hold of the manager. We have also left
our name and number for him to return our call, but so far,
silence! Is there any way you can help us please?
We visited the store in question and spoke with the manager
who had just returned from a Florida vacation and claimed he
knew nothing, about your case.
