At the February 2 meeting.
of Colborne Township Council
accounts totalling 324,985.20
were approved for payment.
The 33,400.00 Perpetual Care
Fund of Colborne township
Cemetery was to be invested
in a Victoria and Grey five-
year guaranteed investment
certificate.
The approved subsidy for
road construction in the
township for 1977 is $21,000.00
and is 338,500.00 for main-
tenance with the township
paying the same amount.
Council agreed that the
$119,000.00 would leave very
little money for improving
roads. in the township. thus it
was moved by Councillor
Bogie that the clerk apply to
the Ontario Ministry of
Transportation and Com-
munications for a sup-
plementary subsidy of
315,000.00 for Colborne
township 1977 road im-
provement construction.
In discussing ratepayers'
snowblowing on township
roads it was moved by
Councillor Bogie that no
payment be made to persons
opening or snowblowing
Township roads unless first
being authorized to do so by
the township road superin-
tendent.
A membership fee of $30
for: The Ontario Municipal
Recreation Association was
approved on a motion of
councillor Kernighan.
Council decided to apply for
a private or a semi -private
telephone at the Clerk -
Treasurer's office at the
Township Hall, The Clerk was
asked to contact James
Leishman about a warble fly
spraying and Henry Brindley
on warble -fly inspector.
A proposed application for
a new building permit form
was presented resulting in
additional specifications to be
added, namely the use of
building, request for
Agricultural Code ofTractice
be requested and a certificate
of compliance for farm
building from the Ontario
Ministry of Agriculture and
Food be requested.

At the February 16 meeting
Mr. Art Bourdeau ap-
proached council to have his
property, known as Skyway
Market, Part Block D(10
acres), zoned commercial.
Mr. Kenneth Allin, owner of
Part Block A bordering
Proctor Subdivision Plan 19-
31.5 acres, requested per-
mission to cross a one -foot
Township property, at the
south east end of Pine Street,
Plan 19 Colborne Township to
remove wood from un-
desirable trees on that por-
tion of his property. Also he
wished to build a house in the
area of the ravine.
Mr. Kiln-, of .Kiar and Ross
Limited, Goderich, explained
to Council a proposed
residential • building
development for the Allin
property. On a motion of
Councillor Kernighan written
permission for Mr. K. Allin to
cross the one foot of Township
property for the removal of
wood only was to be given.
The proposed Allin land
development plan was or-
dered filed for Gary
Davidson, Huron County
Planner.
Mr. Kiar and Mr. William
Westlake discussed and
explained a proposed
residential development on
the Westlake property, Pt Lt 1
and Block C Con 1 WD, ap-
proximately 13.6 acres. As a
number of residents in the
village of Saltford obtain
their water supply from a
spring nearby and as a water
pollution study is in progress
for the mentioned area
Council requested a delay in
development procedure until
the pollution study report Is
available.
Letters of objection to the
proposed Secondary Plan
were read to Council from
George Grabove and Harry
Dykstra. Mr. W. Cowan's
letter about the road to Sunset
Beach and John Ross' the
Black Hole property were
also read.
The Saltford Valley Hall
proposed parking lot was
discussed and council decided
to request representatives
from the Saltford Valley Hall
and the Saltford village
residence owners to attend a
council meeting.

In discussing the Board of
Management of the Colborne
Township Cemetery it was
moved by councillor Bogie
that councillor Jewell replace
former Councillor Grant
MacPhee on the Board. Tariff
of Rates for the Cemetery
were set the same as for 1976.
Councillor Jewell was ap-
pointed Chairman of the
Colborne Township Cemetery
Board.
Arrangements were made
for a special Council meeting
to be held March 7 at which
special consideration would
be given to major zoning
problems prior to the
ratepayer's meeting of
Thursday March 10 at the
Township Hall, Carlow.
ROADS
A revised application for
road subsidy was presented
by the Township Road
Superintendent Alex
Chisholm which was as
follows: .$21,000.00 con-
struction approved; main-
tenance $38,500.00 approved
plus $15,000.00 supplementary
for a $53,500.00 total. A grand
total subsidy of $74,500.00 was
requested. The work to be
done under supplementary is
as follows: Eric Moore's
sideroad, Sunset Golf Course
Road, Sunset Beach Road and •
Falls Reserve Road.
Other items pertaining to
Township roads discussed
were the replacing of the
Township tractor; looking at
E. Dalton's snowblower, and
mailboxes damaged by the
Township snowplow. A 1976
Year-end Petition for Subsidy
being a total of $63,900.21 with
$20,413.69 yet to be received
from the Ontario Ministry of
Transportation and Com-
munications was -passed on a
motion of Councillor Bogie.
The gravelling of Township
and Boundary roads was
discussed and the road
superintendent was -in-
structed to prepare and
advertise tenders for 11,000
cu. yd. gravel crushed and
spread on Township roads
and 9,000 cu. yd. on Boundary
road. Councillor Kernighan
inquired what action would be
taken if the Colborne
Township road approach to
Ball's Bridge - was washed
out. Also discussed was the
opening of the Brindley
Beach Road at $47.50 per
hour. Council agreed to the
Road Superintendent Alex.
Chisholm driving the
Township truck to his home
for overnight.
Two building permit ap-
plications were approved
namely Verdun. Vanstone's
implement shed and Meneset
Mobile Park's new trailer
home. The application of
Erma Brewer was held for
further discussion.
A Huron County Land
Division Quesionnaire for a
lot on Boundary Road, West
Wawanosh, owned by John
and Marion Hindmarsh was
approved subject to the land
remaining agricultural or
