economics don't permit
that," he explained.
The chief said the total
Hanover department budget
for communications is under
$9,000 and that.price wouldn't
even pay for a dispatcher's
wages. He said he, as chief,
.had to look at economics
while his officers may be
looking at efficiency alone
apd pointed out that it is
possible that some of his
officers may disagree with
him on the quality of the
system.
The chief said that his
understanding of the system
was limited from a technical
point but added that depar-
tment procedure can
eliminate technical problems
most of the time.
He explained that if an
officer suspects potential
problems in a situation he can
open a communication line to
the office before he begins his
investigation. By doing this
he has an open line to backup
forces and if he discovers he
needs assistance all he has to
do is ask for it. He will have
already completed the dialing
procedure.
Chief Tremble said the new
system was a vast im-
provement over the old
Hanover system which in-
volved recorded messages at
the police station. He said
that previously if a call was
put through to the station a
light went on in the police
cruiser advising the officer on
duty that he was wanted. The
officer then had to go to the
station.get the message, and
act from there.
The chief pointed out that
the new system may prove to
be a blow to some officers'
ego. He said the old system
pretty well left the officers on
their own when they were on
duty and now they are in full
24 hour contact with the
station. He explained -that he
had one officer on his nine
man department who was
used to doing things his own
way for many years and now
had to change his style a bit.
"He would sometimes be
out of communication for 45
minutes," he said. "Now he
OHRP
extended
one year
The Ontario Home Renewal
Program (OHRP), designed
to help improve and upgrade
the province's existing
housing stock, will be ex-
tended for one more year.
The announcement was
made by Housing Minister
John Rhodes to the Provincial
Municipal Liaison Com-
mittee, meeting in Toronto.
He also announced that an
additional $4 million have
been allocated to the program
for the current fiscal year
bringing total expenditures
for the period to $21 million.
"Approximately $3.1
million of the additional funds
have already been taken up:
The remainder is earmarked
for projects which we know
will be forthcoming soon," he
said.
OHRP was launched in 1974
to help low and moderate
income earners upgrade their
homes. Last year it was
extended to include rental
accommodation occupied by
families in the same income
levels.
To date, approximately $45
Million have been provided
by the province and upwards
of 500 municipalities are
participating in the program.

ticipating in the program

can't always go where he
pleases since he is on full call
during his entire shift."
Durham Police Chief Paul
Wight said his three man
department had some
complaints, with the Bell
system but added that for a
small department the system
is the "only thing" to have.
He said the, system gave the
force some problems" adding
that the men were getting
accustomed to it now and the
problems were fewer.
"We had some dial
problems and got the wrong
number occasionally," said
the chief, "but Bell service
men were right on the job and
corrected the problem."
He said Bell never told him
what the problem was, they
merely adjusted the dial until
the problem was rectified. He
added that the men using the
mobile telephone system
simply had to be more precise
when they dialed numbers.
"People using dial phones
get lots of wrong numbers,"
he said. "The men just have
to take a second or two longer
and be definite when they
dial. It's better to take a little
longer than not get through at
all."
The chief said that he felt
for a small department the
new system offered the best
service for the money. He
said the Durham "com-
munication budget last year
was $4,500.
"Maybe Goderich is too big
for the system," he said. "Or
maybe they just have to settle
down and get used to. it."
NO COMPLAINTS
Meaford police chief Tom
Sims said he felt "really
good" about his department's
comptuntcation system
claiming he had no complaint
with' it: He said his six man
department always had a Bell
system and merely expanded
it to make use of the walkie-
talkie telephone.' He said the
department communication
budget was about $4,300 a
year.
Chief Sims said Bell ad-
vised his men at the time of
the installation they would
have to slow down making
their calls and be precise. He
said the men were going too
fast making calls when they
were first getting use to the
system and were told to
punch each number slowly
when they were making a
call.
"I don't mean the men call
at a snail's pace," he said.
"They just have to take a
second or two longer to allow
the relay system to handle the
call."
Chief Sims said the men
used to miss calls when they
were out of the car before the
new system was installed. He
said property checks or other
instances where the officer
was out of the car left him out
of contact with the station
unless he -called in. Now the
men are in constant contact
with -the station.
The chief said the men
have not been involved in a
robbery type situation where
the person is apprehended at
the site but have required
back up or ambulance service
at vehicle accidents and have
been able to get immediate
service through the Bell
system. He said his men work
along during the night shift
and rely heavily on the
mobile phone equipment.
