ew approach to give local govt "real say"
A new approach to assisted
rental housing for families
and senior citizens which will
provide municipalities with a
wider range of development
options was announced this
week by Ontario Housing
Minister John Rhodes.
He told a meeting of the
Provincial -Municipal Liaison
Committee in Toronto that
the new housing -related
package will allow
municipalities to select
assisted rental housing
programs that best fit their
individual community needs.
For municipalities opting to
develop assisted housing
themselves, financial
assistance and develop-
mental resources .will be
available from the province.
Since 1964, municipalities
interested in assisted rental
housing have asked Ontario
Housing Corporation to
conduct surveys which in-,
dicated the need and demand
for family or senior citizen
accommodation.
If a council endorsed the
survey results, it would ask
the government to build the
housing and agree to share
operating losses. It was then
the sole responsibility of the
province to acquire land,
have it rezoned if necessary,
and arrange for the con-
struction of the project.
"For more than a decade,
this process has remained
essentially unchanged. In
recent years, municipalities
have been asking for greater
input in areas affecting
growth, including housing,"

He noted that some

Toronto and the City of
Toronto operate non-profit or
imited dividend housing

If a council were to decide
to develop assisted rental
housing for families or senior
citizens, either through the
ministry or by itself, the
municipality would identify
and purchase the site and
rezone it if necessary.
Municipalities will have the
option of developing projects
with their own staff or
through consultants with
ministry financial and
developmental assistance; or
they+ may reguest telt a_ve the_
ministry undertake
development and con-
struction on their behalf, once
the land has been secured and
properly zoned.
Cost guidelines for land and
construction based on Central
Mortgage arrk� Housing
Corporation beechmarks will
be established for each region
or municipality. " Similar
benchmarks will be
established for subsidies.
All proposed assisted
housing must meet these
benchmarks if land
acquisition and construction
are to take place, said
Rhodes.
Municipalities electing to
develop projects on their own
would bear 10 percent of the
capital costs, as owners. If
the ministry were to un-
dertake development, the
provipee- would assume 10
percent of the building costs.
In either case, the federal
government would lend 90
percent of the capital costs.
Operating subsidies will"
reflect the present cost-
sharing agreement, with the
federal government con-
tributing 50 percent, the
province, 421/2 percent and
the municipality 71/2 percent,
"Our new approach will
give all municipalities a real
say in assisted rental
housing. For the first time,
they can undertake the
development of their own
assisted rental housing, if
they wish," said Rhodes.
"They can carry out the
development work them-
selves, have the ministry do
it, or involve the private
sector and -or non-profit
groups.
"Municipalities should
know best about the
requirements of their
citizens. This new method of
assisted rental housing
delivery is in the best in-
terests of all of us concerned
