The 'purpose of this seed
money; says Prof. Fuller,, is to.
find out; .what a university
- community can do to meet
the needs of rural people and
whether or not such a type of
program should be part of a
university's role.
One - of themajor reasons
for choosing Huron is because
the county has already
opened the channels to reach
the people. Huron is currently
involved --with rural planning
at the municipal'. level,
plains Prof. Fulter, involving
township residents in the
development of township
-planning.
The planners are well
equipped to handle the
physical aspects of townships
planning, he adds, but they
feel unable to answer many
questions which dealwith the
social and cultural im-,
plications of rural planning
and development. The
proposed integration asocial
and physical planning 'will be
really unique in this province,
says Prof. Fuller. "The idea
of ,rural planning and
developing iit with people in-:

Through thisinitial contact
with people, the RDOP staff,
headed by Lynn Graham,.

involvement with township
planning will be limited to one
particular township, not yet

county level. Members of the
university community will
consider requests from any
village, community or in'-
dividual in Huron County.
This, Prof. Fuller stresses as
one of the main objectives of
'the RDOP; to offer assistance
where a need is defined and
expressed by the rural people

My sister became a widow last year and decided to buy a dog
both for company and protection. She went to a kennel that
breeds German Shepherds and selected a male puppy which
cost her S150.00. About a week or ten days later the pup became
very ill and my sister took it to the nearest Veterinarian who
performed an emergency operation.
My sister had to pay a bill of $110.00 and she expected the
woman who owned the kennel to at least pay a part of the bill,
but she has refused to do so and I would like to know who we can
reiaort her to.
The kennel in question is not a registered one, hence your
sister got no papers for the pup she bought. This of course is no
excuse if the animal was sold in an unhealthy condition, but a
reply we received from the owner of the kennel states that, "all
the pups in this litter were healthy when born and sold."
The kennel owner also claims that the vet told her when she
phoned,that the dog suffered from a grossly distended stomach
due to overfeeding and that had your sister brought the pup back
at the time she first saw that it was i11, she would have gladly
given her a refund, or a replacement when one was available.

While in Toronto on business, recently, I parked my car at a
downtown Parking lot. When I returned to pick it up .I was
horrified to see that one of my front headlights had been all
smashed in. 1 assumed that it was the parking lot's respon-
sibility to look after my car while in their care; their rates to
park are certainly high enough!
Anyway, when I spoke to the lot manager, he claimed NO
RESPONSIBILITY and promptly pointed to a sign on the front
of the booth. The sign read, "We are not responsible for any loss
or damage whatsoever, however caused, whether by fire, theft
or negligence." He also drew my attention to my ticket on which
was printed the same notice.
He then told me that this was part of the contract, and that he
has absolutely no liability. I reminded. him that I didn't sign a
thing, so it couldn't be a contract. Who is right?
It would appear from what you have told .us that the lot
manager or owner is in the clear, because you don't have to sign
anything to form a contract. If reasonable efforts have been
made by the lot owner, by posting a sign or signs to• infoi m you of
the terms on which you can park your car, you are bound by the
terms he posts,, whether or not you read it or sign anything.

Approximately 10 years ago I left Ontario. I was in quite a bit
of trouble financially at that time, and I have to admit that had a
lot to do with me leaving the province.
Welt, I've made a brand new start now and my intentions are
to return here, but I'm still a bit apprehensive about these old
debts. I have heard from vairious sources that they are not
collectible after a certain number of years, and I was wondering
if you could tell me how many years?
Ontario has a statute of limitations with respect to civil
matters. It is called the Limitations Act. It sets out times beyond
which certain civil obligations cannot be enforced.
These include : 6 years for any arrears of rent or damages for
arrears of rent; 20 years, action to enforce any judgment which
a court has granted against you; 20•years for a suit or a bond, or
other contract under seal; 6 years for a suit for trespass or any
simple contract (such as a contract for the purchase of a car) ; 1
year to sue for damages or death caused by amotor vehicle; ;.6
years to sue on a cheque or promissory note. ' • -
But you should also be aware that old debts may be revived if
you should sign written acknowledgement of indebtedness.
